Ростов в очередной раз подтверждает славу криминальной столицы России. Пылающий в местной полиции скандал выглядит точно сценарий к фильму «Ментовские войны»; вот только льется здесь не бутафорский кетчуп, а реальная кровь.
А как по-другому следует именовать череду страстей, когда одни начальники «заказывали» других? когда целые подразделения в полиции обкладывались оброком, а взятки, откаты, незаконные «наружка» и «прослушка» были поставлены на поток?
Едва ли не вся верхушка Ростовского ГУМВД находится сейчас под арестом по обвинению в коррупции и злоупотреблениях. Один из ключевых эпизодов этого беспрецедентного дела — организация покушения на начальника областной ГИБДД, вставшего на пути криминального синдиката.
Самое поразительное, что все герои этих «ментовских войн» перевелись в Ростов совсем недавно, уже в ходе второго этапа реформы МВД. Под флагом «наведения порядка» их привел за собой новый начальник областного главка Андрей Ларионов…

Первая реакция при знакомстве с начальником Ростовского УГИБДД Сергеем Моргачевым: нестерпимо хочется опустить глаза. Не потому, что страшно: скорее, стыдно. Не дай Бог обидеть, показав охватившую тебя оторопь.
Год назад, 25 марта, на полковника Моргачева было совершено жестокое покушение. Преступники подкараулили его рано утром на лестничной клетке, когда полицейский уходил на службу.
— Ударили сзади, пока запирал дверь. От неожиданности я упал. Подняться уже не дали. Били очень профессионально: кувалдой, деревянным топорищем. Последнее, что помню, прежде чем отключиться: «Ладно, пошли, мы его кончили…» У меня был проломлен череп. Вместо лица — сплошное кровавое месиво. Носа нет. Оторван язык…

По дороге в больницу Моргачев потерял больше 3 литров крови. Неделю он находился в коме. Пережил несколько десятков операций. Врачи буквально собирали ему лицо по частям…
К чести его коллег, преступление удалось раскрыть быстро. Уже через 2,5 недели нападавшие были задержаны. Все они оказались дагестанцами из Астрахани, нанятыми специально для избиения Моргачева. Вместе с ними был взят и заказчик — 30-летний стажер Ростовской ГИБДД Артур Шахбазян: за то, чтобы искалечить своего начальника, он заплатил исполнителям полмиллиона рублей.
На первом же допросе, припертый уликами, Шахбазян сразу признался: в деле он не главная фигура, а лишь передаточное звено. Действовал строго по указанию замначальника УГИБДД Ростовской области Александра Оцимика.

13 апреля 2014 года подполковник Оцимик был задержан и находится за решеткой по сей день. Все это время от показаний он отказывается: видимо, Оцимик настолько боится назвать имя главного заказчика, что ему проще идти организатором самому; не сокращая, а удлиняя свой срок. В том же, что нити преступления тянутся еще выше, не сомневаются ни сама жертва, ни сотрудники следственно-оперативной группы.

Парадокс ситуации в том, что Оцимик успел проработать под началом Моргачева ничтожно мало: всего-то 3 месяца. Обоих офицеров по очереди привез за собой в Ростов новый шеф ГУМВД генерал-майор Андрей Ларионов (до февраля 2013 года — начальник УМВД Ульяновской области).

Назначенцем Ларионова являлся и замначальника полиции Андрей Лобинцев, еще один герой нашей истории. Впрочем, принадлежность к единой команде отнюдь не гарантировала командных подходов в работе. Скорее, наоборот…

Описывая «дело Оцимика», ростовские журналисты зачастую объясняют его мотив банальным желанием подсидеть начальника. Это не совсем так. Оцимик считал себя хозяином в ГАИ изначально. Ему первому была обещана эта должность.
В Ростов 37-летний Александр Оцимик переехал из Астрахани по личному приглашению генерала Ларионова весной 2013-го, за полгода до Моргачева. Буквально месяц прослужил командиром спецполка ДПС, затем стал замначальника областного УГИБДД (для карьерного роста требовался «местный» стаж). В июле 2013-го Ларионов возложил на Оцимика обязанности начальника управления.
Особо не скрывалось: вот-вот — и с позорной приставкой «и.о.» будет покончено. Соответствующие документы уже были направлены в МВД (такие назначения проводятся приказом министра), однако Москва Оцимика «зарубила».
Требовалось срочно искать новую кандидатуру; полноценный руководитель отсутствовал в управлении больше года. Вот тогда-то и всплыло имя начальника Ульяновского УГИБДД Сергея Моргачева: по понятным причинам Ларионов знал его хорошо.

Almost the entire top of the Rostov GUMVD is now under arrest on charges of corruption and abuse. One of the key episodes of this unprecedented case is the organization of an attempt on the life of the head of the regional traffic police, who stood in the way of a criminal syndicate.
The most striking thing is that all the heroes of these "cop wars" were transferred to Rostov quite recently, already during the second stage of the reform of the Ministry of Internal Affairs. All of them turned out to be Dagestanis from Astrakhan, hired specifically to beat Morgachev. Together with them, the customer was taken - a 30-year-old trainee of the Rostov State Traffic Safety Inspectorate Artur Shahbazyan: in order to cripple his boss, he paid the performers half a million rubles.
At the very first interrogation, backed by evidence, Shahbazyan immediately admitted: in the case he is not the main figure, but only a transmission link. He acted strictly on the instructions of the deputy head of the State Traffic Safety Inspectorate of the Rostov Region, Alexander Otsimik.

On April 13, 2014, Lieutenant Colonel Otsimik was detained and remains behind bars to this day. All this time he refuses to testify: apparently, Otsimik is so afraid to name the main customer that it is easier for him to become the organizer himself; not shortening, but lengthening its term.
