В общем случае это синонимы и во многих странах различия нет. Но в некоторых странах им придают разный смысл. Например, в США "решетка" это что-то маленькое, а "тюрьма" это большой комплекс зданий, и там появилось смысловое различие: jail — это то что в России называют Изолятором временного содержания (КПЗ), место, где обвиняемых держат до и во время суда. А prison — это собственно тюрьма, место, где отбывают вступившее в силу наказание.
Кстати, из-за условий содержания, в России день в ИЗС считается за два в тюрьме. А в США в некоторых штатах есть максимальные сроки содержания человека в изоляторе без суда, после которого стоимость залога обязаны опустить до уровня, который заключенный сможет оплатить. Jail находится в ведомстве штата, города, участка шерифа. Prison - часто федеральный уровень.
