16 апреля будет принят закон об автономном интернете. Что про него важно знать, есть вы не технарь и не увлекаетесь политикой. Объясняю на карточках).
1. Закон подается под соусом "на случай если нас отключат от интернета". Эта формулировка абсурдна. В интернете нет единой точки входа, которую можно отключить. Интернет децентрализован. Это значит, условно, что провайдеры Питера подключены проводом к Финляндии, Владивостока — к Японии, а Краснодар через Турцию. Для отключения России от интернета пришлось бы скоординировать усилия всех магистральных провайдеров большинства стран мира, многие из которых наши союзники. Трафик всегда можно перенаправить.
2. Ирония этого закона в том, что он, наоборот, создает инфраструктуру, при которой у российского интернета появится единая точка входа. Отключить нас — невозможно. Но после реализации закона появится возможность отключиться нам. Очень грубо суть закона заключается в том чтобы обязать провайдеров уметь переключать весь трафик на одного большого российского провайдера. Очень условно, вместо Финляндии, Турции и Японии будет использоваться кабель до Москвы. Централизация — это единая точка входа.
3. Ни разу в современной истории не было закона, который бы декларировался как направленный на защиту, и не использовался при этом для нападения. Это всегда обман. Закон о черных списках сайтов, который создал саму инфраструктуру блокировок, цинично подавался под соусом защиты детей от педофилов. Людей, которые высказывались против этого закона, буквально обвиняли в педофильском лобби. Вы что, не хотите защитить детей? С тех пор поводы для блокировок расширялись каждый год и теперь этих прав нет только у ленивого ведомства. Недостоверная информация, оскорбление власти, блокировки коррупционных расследований и статей о любовницах чиновников — это все дети того закона о черных списках сайтов, который, как нам клятвенно обещали, будет использоваться только против педофилов. Цель закона об автономном интернете — прямо обратная заявленной: иметь рубильник чтобы в случае чего отключиться от внешнего интернета самим.
4. Руководитель Роскомнадзора в интервью признался что закон может быть использован для блокировки Телеграма. А потом эту цитату из СМИ начали спешно удалять. Это самое смешное в этой истории, потому что руководитель РКН спалил всю контору. Ведь он сказал правду. Действительно, при централизации трафика может быть заблокировано все что угодно, даже ваш личный VPN. Великий китайский фаерволл так и работает. В совокупности с административными мерами можно будет, например, запретить использовать любой VPN, кроме одобренных государством. Технически это можно обойти (ведь в Китае люди как-то пользуются VPN), но это гораздо сложнее организовать и больше рисков.
5. Централизация трафика открывает невероятные возможности для тотальной слежки и анализа поведения людей. Уже сейчас эта возможность существует благодаря СОРМ, но СОРМ используется для слежки за конкретными людьми, а не за всем населением сразу. Не забывайте, что анонимного интернета больше не существует: симки привязаны к паспорту, домашний интернет к договору в котором есть паспортные данные, а для логина в любой публичный вайфай нужен номер телефона (который привязан к паспорту). Роскомнадзор скоро заблокирует популярные сервисы VPN. Какое-то время можно будет пользоваться личными VPN, но потом под раздачу попадут и они. Это китайский путь. Это наше будущее. Напомню, что в Китае, как в лучших антиутопиях, уже вводят систему социального рейтинга. Сегодня ты пишешь в чате что недоволен властью, твой трафик анализируют, и завтра тебе ограничивают перемещение по стране — в Китае это реальность. Кажется, что у нас до такого не дойдут. Но еще недавно казалось что не дойдут и до запрета на оскорбление власти. Впереди мрачные времена для интернета и свободы слова.
