Существует большое недовольство, что в России нет государственного строительства жилья. Все помнят, как это было в СССР, но никто не понимает, почему в сегодняшней стране это не работает. Даже социальное жилье для детей-сирот государство закупает у застройщиков. Можно ли иначе?
Почему государство не строит жилые дома, как это было в СССР?
Действительно, государство сейчас практически не строит недвижимость, а закупает все по контрактной системе у застройщика через госзакупки. Почему так? Выделяют 2 причины.
Причина 1 - Государству проще закупать недвижимость, чем строить
Государству проще закупать необходимые объемы жилой площади, чем строить самим. Потому что не нужно создавать дополнительные структуры, контролировать строительство, следить за целевым расходованием средств.
Если государство будет строить дома самостоятельно, то цeна дома вырастет в несколько раз только из-за бюрократии и откатов
За все откаты, как известно, будут платить простые люди из своего кармана за счет удорожания недвижимости.
Причина 2 - Опасность сформировать "гетто"
Государственное жилье в том виде, какое оно было в СССР, не существует в России. Однако государство обязано строить новую недвижимость для детей-сирот.
Однако нельзя просто взять и настроить домов, чтобы выделить жилье всем нуждающимся детям-сиротам в городе.
Есть закон 267-ФЗ, где сказано, что общее количество жилых помещений для детей-сирот в многоквартирном доме не может превышать 25% от общего количества квартир в доме.
Иначе получится “гетто”.
Выпускники детских домов не должны проживать в одном месте, их нужно интегрировать в общество, а не устраивать “сиротские поселения”.
Это напрямую касается застройщиков.
Если застройщики знают, что здание выкупает государство и передает его сиротам, то компании не всегда заботятся о качестве жилья.
А теперь ограничение по закону на количество жилых помещений, приобретаемых в одном доме для нужд сирот, заставит строительные компании работать более качественно, а это приведет к удорожанию жилья.
