Может быть, но скорее причина в другом ???? У нас (насколько я знаю) такого штрафа не существует, а если и есть - то только на бумаге. А здесь каждый закон работает, в том числе и благодаря жалобам (по-нашему "стукачам" ????). Накакала у тебя под окнами собачка????, а хозяин не убрал, звонишь в полицию ???? - и ленивый владелец платит по нынешнему курсу 19000 рублей. ???? ????????????
