Суть проекта заключается в разработке методологических и технологических основ для поддержки на базе ВУЗов (и др. организаций) процессов, связанных с формированием системы научно-технологических приоритетов, идей и инноваций, обеспечивающих модернизацию экономики и повышение конкурентоспособности субъектов Российской Федерации.
Предлагается разработка организационно-технологической модели управления идеями и развитием инноваций с использованием системно-комплексного подхода, включающего:
– организационно-структурные составляющие процесса, реализуемого на базе предприятия/ВУЗа;
– мотивационные составляющие, необходимые для организации процесса и охватывающие все участвующие стороны;
– организационно-технические составляющие процесса.
Технология, обеспечивающая информационную поддержку управления идеями и развитием инноваций, будет основана на учете экспертных мнений и рейтинге возникающих предложений, что позволит осуществить:
1) формирование и оценку идей на ранней стадии инновационного процесса;
2) преобразование выбранных идей в инновационные проекты;
3) продвижение инновационных проектов.
