В течение всего дня голосования, скооперировавшись с другими дружественными людьми, работающими на участке, необходимо вести подсчет подходов избирателей к урнам. Подошел человек, бросил бюллетень - ставите у себя галочку, палочку, как вам удобно. Этот процесс не должен прекращаться ни на секунду. К концу дня вы будете знать, какое количество бюллетеней должно оказаться в урнах.
После окончания голосования на участке члены УИК в обязательном порядке подсчитывают количество выданных бюллетеней. Этот процесс регламентируется пунктами 5 и 6 статьи 79 ФЗ "О выборах депутатов ГД ФС РФ" (http://www.rg.ru/2005/05/24/vybory-doc.html) Вкратце суть в следующем: подсчитывается сумма выданных бюллетеней по каждой странице каждой книги со списками избирателей, далее сумма по страницам для каждой книги, далее сумма по всем книгам. И никак иначе. Эти данные вносятся в протокол, после чего наблюдатели могут ознакомиться со списками избирателей, а члены УИК с правом совещательного голоса имеют право проверить правильность подсчета (пункт 7 той же статьи).
При условии, что заполнение данных в списках избирателей в течение дня проходило без нарушений, вброс приводит к тому, что число бюллетеней, извлеченных из урн, больше числа бюллетеней, выданных на участке, что явно свидетельствует о вбросе (случаи типа "кто-то зачем-то взял бюллетень на одном участке, пришел с ним на другой и бросил его в урну там, и таких двести человек" мы в расчет не берем). Поэтому если на участке производится вброс, никакие суммы по спискам избирателя никто не подсчитывает, а конечное число выданных бюллетеней в протоколе берется как бы из ниоткуда. В этом случае члены и председатель УИК будут всячески препятствовать законному желанию наблюдателей и членов УИК с правом совещательного голоса ознакомиться со списками избирателей и проверить правильность подсчета. Именно с этим столкнулся я сам на выборах в Мосгордуму в 2009 году (http://dani444.livejournal.com/227832.html): число выданных бюллетеней (просто названное комиссией и внесенной в протокол с потолка, без гласного подсчета необходимых сумм) примерно на 150 штук превосходило число подходов к урнам. Постраничные и покнижные суммы в списках избирателях отсутствовали, члены УИК говорили, что подсчет вели на каких-то своих листочках, при попытке подробно ознакомиться со списками избирателей и тем более провести собственный подсчет списки у меня отобрали силой.
Их всего сказанного вывод следующий. Требуйте списки избирателей, проверяйте наличие и правильность необходимых сумм, будьте максимально настойчивы в этом вопросе. Если вам будет отказано в вашем законном праве - сделайте все возможное, чтобы это не осталось без последствий. Спасибо!
