Хотел бы рассказать о теме которую многие не знают и даже не поднимают этот вопрос , это касается фальсификации выборов.
Почти все борются с так называемыми вбросами бюллетеней а это соринка, и далеко не самое важное нарушение, а вот бревна не замечают. Я работаю в ФГУП НИИ «Восход» это головное НИИ которое разрабатывает множество АСУ для государственных органов. В том числе и ГАС Выборы, разработкой ПО занимается отдельный отдел в институте и допуск туда только по спецпропуску. Более того работники этого отдела получают з/п в 10 !!! раз большую чем другие сотрудники института. Охрана следит за тем , чтобы не было никаких контактов сотрудников этого отдела с другими сотрудниками института, но у меня там работает хороший знакомый который мне и поведал особенности россиянской ГАС Выборы. В этот отдел постоянно наведываются разные комиссии, несколько раз был и Сурков, спрашивается что забыл глава АП в отделе разработки софта…. Встреча представителей ЦИК РФ, ФЦИ ЦИК, партий КПРФ и ЛДПР с Главным Конструктором Государственной автоматизированной системы «Выборы» — директором ФГУП НИИ«Восход» Л. Ю. Бородиновым.

РФ чуть ли не единственная страна в мире где код ПО это тайна за семью замками, доступ к коду имеет всего несколько особо доверенных граждан и 4 программиста, среди коих и тот человек который мне рассказал особенности программы которые заключаются в том, что вводя определенный код администратор главного сервера ГАС Выборы, получает доступ в специальное меню системы которое позволяет по своему усмотрению вбивать любые цифры перед выводом финального протокола и на экраны в Избиркоме.
Изначально код доступа устанавливается в НИИ, но конечно админ меняет его после установки. Хочу пояснить как происходит процедура голосования, после того как бюллетень подсчитаны и составлен протокол их везут в территориальный орган Избиркома, там сидят администраторы низового уровня которые в присутствии наблюдателей вводят результаты протоколов в систему ГАС Выборы. После этого протоколы участковых избирательный комиссий и бюллетени сдаются на хранение. В конце дня составляется итоговый бюллетень.1 точка ввода результатов голосования примерно обслуживает 4-5 избирательных участков, участков примерно 95 000,а всего грубо говоря около 3000- 2700 пунктов ввода информации и соответственно столько же бюллетеней. Хотя допускаю что позже, эти бюллетени могут переписываться. На этом процесс контроля заканчивается , данные напрямую идут на сервера Избиркома, а оттуда уже в областные подразделения.
То есть очень хитрая система, сервер Избиркома берет данные от низовых подразделений корректирует их а потом спускает их в центры Избиркома по субъектам Федерации. Там в свою очередь составляют бумажные протокол и все шито крыто. Чтобы узнать реальные результаты нужно взять эти 35 000 низовых протоколов по каждому участку и их самому пересчитать, но попробуйте получить копию хотя бы одного, в общем в этой системе подсчета только свои люди сидят.
Мой знакомый когда обслуживал и ставил обновления для ГАС Выборы общался с админами которые по случаю поведали что реальные рейтинг Едра где то 7- 8 %, и тут никакие вбросы не помогут, только манипулирование в самой системе. Я долго думал зачем же при такой системе им еще нужны еще и вбросы… единственное что приходит на это только для того чтобы низовые протоколы имели хотя бы 25 – 30%... за едро.
Таким образом считаю что к тем условиям для демократичности которые вы добавляли нужно добавить еще один э
