Где разрешение на помощь?
Волонтеры сегодня фактически выполняют функции государства, а власть панически боится самоорганизации населения. Если люди сами на свои деньги быстро собирают помощь, отправляют ее пострадавшим, разбирают завалы, ни о чем не прося власть, то для российских чиновников это страшно.
И правильно, что боятся, потому что прекрасно самоорганизованные волонтеры показали, что власть ничтожна и ей наплевать на людей. Ведь выборы прошли - и о народе можно забыть на пять лет вперед. А тут эти непонятные добровольцы! Как их контролировать, что они там увидят и расскажут другим?! На самотек это пускать никак нельзя, а потому надо задушить волонтерство в корне.
Вот Общественная палата, непонятно кого представляющая, пока старшие товарищи по Думе уже нежатся на солнце, и решила внести свой вклад в законодательное обустройство реакционного режима. Осенью отдохнувшие думцы быстренько примут закон о волонтерстве, чтобы без санкции властей помогать друг другу было нельзя, только если «Единая Россия» позволит.
На днях в Мытищах полиционеры выписали официальное предупреждение волонтерам, что их акция не согласована с властями, а поэтому извольте заплатить штраф – 20 тысяч рублей, а не хотите - тогда отправим на принудительные работы, 40 часов. Заявку, как известно, надо подавать за две недели, т.е. или провидцем быть, или ждать со дня трагедии 14 дней до соизволения властей на выдачу санкции на человеческую отзывчивость и помощь.
Волонтеры решили заплатить штраф и собирать помощь дальше. Т.е. получается, чтобы добровольно помогать людям, прежде нужно заплатить оброк государству, пополнить его бюджет для дальнейшего распила?!
А то, что многие жители Крымска первую помощь получали именно от волонтеров, власть признавать не хочет. Как не хочет соглашаться и с тем, что некоторым МЧСникам с обеспечением сапог и лопат помогали те же волонтеры, а не родное ведомство.
И Жириновский может дальше кричать, чтобы Водянова «взяла метлу», а «не виляла бедрами». Но именно модель Водянова отправляла гуманитарную помощь и на свои деньги привезла в Крымск группу психологов. И при этом нигде не наклеивала таблички «Водянова», в отличие от ЛДПР, чья символика красовалась на картонных коробках, отправленных на Кубань.
Но все общественнопалатские и депутатские нововведения не испугают людей. Когда нет доверия к власти, когда ждешь от нее не помощи, а лишь подлости, что может остановить?..
