— Уголовные дела последовали за справедливой критикой состояния российского авиастроения, которую Ласточкин доводил до федеральных структур и федеральной прессы. Если говорить об НПО «Сатурн», то все годы после его ухода завод деградировал. Посмотрим объективно: в рыбинский завод вложены огромные финансовые ресурсы государства, настроены цеха, закуплено оборудование, а реального производства нет. Федеральная целевая программа предполагала, что в 2010 году Россия продаст 50-60 самолетов. Это был уникальный год, время, когда рынок не был заполнен региональными самолетами, на них был огромный спрос. А сейчас уже появились бразильские, японские, китайские аналоги, приходится жестко конкурировать. Естественно, сегодня 12 тысяч человек, которые числятся на НПО «Сатурн», фактически не окупают свою зарплату, на нее идут финансовые ресурсы, которые государство выделяет на развитие отрасли. Кто-то когда-то должен разобраться во всем этом.
Недавние отставки Погосяна и Федорова связаны именно с нездоровой обстановкой на заводе. И мне очень жаль, что талантливый специалист в авиационной промышленности Юрий Ласточкин отстранен от работы провокациями и заказными делами. Глупо таких профессионалов выбивать из обоймы и не давать им возможность развивать авиастроительную отрасль страны.
Мы с Ласточкиным работали над проектом создания крупной авиадвигателестроительной корпорации, головное предприятие которого было бы в Рыбинске. Корпорация должна была объединить три крупнейших завода: пермский, уфимский и рыбинский «Сатурн». Это могли быть огромные ресурсы, огромная налоговая база для Рыбинска и Ярославской области. У нас получалось и нам завидовали. Нам угрожали, на нас давили, но мы сопротивлялись. Мы настойчиво пробивали проект, у нас уже были согласованные письма губернаторов Пермского и Уфимского регионов. А в результате, когда завод у Ласточкина отобрали, осталась небольшая структура, у которой серьезные задачи, но нет толкового руководителя, могущего даль импульс к развитию. Я не случайно говорил, что если Ласточкину дать в камеру компьютер, он и оттуда сумеет восстановить завод.
Кроме того, очень много потерял Рыбинск. Ласточкин — отличный градоначальник, который сумел встряхнуть город, дать импульс к развитию. В Рыбинске появилась положительная динамика. Более того, я уверен, что в Рыбинске, будь Ласточкин на месте, остались бы и прямые выборы главы. Он как никто понимал, что определяют все люди, избиратели. Политика, социальная сфера, мир, спокойствие — все связано с наличием контакта власти с населением. Мне грустно наблюдать, как уничтожаются принципы демократии, за которые мы в мою бытность 16 лет губернатором боролись и считали, что это главное наше достижение, которое надо хранить и развивать.
Сейчас все идет в обратную сторону. На базе муниципальных проблем пытаются менять варианты управления. Тем временем причина проблем — в отсутствии у муниципалитетов финансовой базы. Создай базу — и не надо будет огород городить в том же Рыбинске.
Но это тоже иллюстрация к тому, что Ласточкин был бы многим неудобен.

The federal target program assumed that in 2010 Russia will sell 50-60 aircraft. It was a unique year, a time when the market was not filled with regional jets, there was a huge demand for them. And now there are Brazilian, Japanese, Chinese counterparts, we have to compete fiercely. Naturally, today 12 thousand people who are registered at NPO Saturn do not actually pay off their salaries, they are used by the financial resources that the state allocates for the development of the industry. Someone has to figure it all out sometime.
The recent resignations of Poghosyan and Fedorov are connected precisely with the unhealthy situation at the plant. And I am very sorry that a talented specialist in the aviation industry, Yuri Lastochkin, has been removed from work by provocations and ordered cases. It is foolish to knock such professionals out of the loop and not give them the opportunity to develop the country's aircraft industry.
Lastochkin and I worked on a project to create a large aircraft engine-building corporation, whose headquarters would be in Rybinsk. The corporation was supposed to unite three largest plants: Perm, Ufa and Rybinsk "Saturn". It could have been huge resources, a huge tax base for Rybinsk and the Yaroslavl region. We succeeded and they envied us. We were threatened, they pressed on us, but we resisted. We persistently pushed through the project, we already had coordinated letters from the governors of the Perm and Ufa regions. And as a result, when the plant was taken away from Lastochkin, a small structure remained, which has serious tasks, but there is no sensible leader who could give a long impulse to development. It was not by chance that I said that if Lastochkin was given a computer into his cell, he would be able to restore the plant from there.
In addition, Rybinsk lost a lot. Lastochkin is an excellent mayor who managed to shake up the city and give impetus to development. Positive dynamics appeared in Rybinsk. Moreover, I am sure that in Rybinsk, if Lastochkin were in place, there would have been direct elections for the head. He understood as no one else what all people, voters, determine. Politics, social sphere, peace, tranquility - everything is connected with the presence of contact between the authorities and the population. I am sad to see how the principles of democracy are being destroyed, for which we fought as governor for 16 years and believed that this is our main achievement that must be preserved and developed.
Now everything is going in the opposite direction. On the basis of municipal problems, attempts are made to change management options. In the meantime, the cause of the problems is the lack of a financial base for the municipalities. Create a base - and there will be no need to fence a garden in Rybinsk.
But this is also an illustration to the fact that Lastochkin would be inconvenient for many.
