"СР предлагает полный набор стандартных штампов – рост инновационной экономики, импортозамещение, инвестиции, деофшоризация, рост малого и среднего бизнеса (до 50% ВВП) и т. п.
Снизить налоги (с 34% к ВВП до 28%), возврат прогрессивного налога на физлиц и социальных платежей, снижение НДС до 13%, отмена транспортного налога, повышение налогов на роскошь. Перераспределение налогов в пользу регионов.
Обилие цифр, вероятно, призвано создать впечатление просчитанности программы, но на деле этого нет. Что будет с бюджетом, если налоги сократить на 6% ВВП? Вслед надо сокращать расходы? Или увеличивать дефицит с нынешних 3% до 9% ВВП? Ответа нет.
СР хочет увеличить социальные расходы бюджета до 50% его расходов. Какие статьи сократить? Может быть, военные? 5 лет назад социальные расходы были около 45% федерального бюджета, а военные – 7,5%. Сейчас соответственно 36% и 20%. Вернуть эти пропорции назад? Нет, в военном разделе программы сокращения не предполагается, зато дополнительных расходов много. Так за счет чего увеличить долю социальных расходов? Ответа нет.
Что с санкциями? Стремиться к их отмене или смириться с их сохранением на многие годы? Ответа нет.
Как увеличить втрое зарплату людей? Напечатать деньги? Что будет при этом с инфляцией? В Крыму эффект двойного повышения доходов был «съеден» повышенной инфляцией. Что будет с бизнесом, у которого резко вырастут издержки? Ответа нет.
Отсутствует оценка текущей ситуации как экономического кризиса, самого сильного и длительного в стране с начала 90-х годов. Нет специальной антикризисной политики. Ощущение, что программа осталась с прошлых выборов, а изменений в экономике за последние 5 лет партия почти не заметила.
Набор мер экономической программы СР – смесь как разумных, так и заведомо невыполнимых заявлений. Но чего в ней точно нет, так это даже следа социализма, особенно в его марксистском понимании, традиционном для нашей страны.
Балансирование партии на грани прохода в Госдуму привело к выдаче чрезмерных популистских обещаний, без привязки к реальности «за окном» и каких-либо заморочек на тему, как их выполнять. Стремление «понравиться» и «угодить» избирателю может сыграть во вред партии, лишний раз подчеркивая ее электоральную слабость.
