На этих выборах я был наблюдателем от "Яблока" на участке 2157 (Университетский пр-т, д.3). По формальным итогам на этом участке победил Навальный (40,13% ), Собянин (33,96%) http://www.moscow_city.vybory.izbirkom.ru/region/region/moscow_city?action=show&root=774102010&tvd=4774102110528&vrn=27720001368289®ion=77&global=&sub_region=77&prver=0&pronetvd=null&vibid=4774102110528&type=234 данные с протоколом совпадают
в целом по Гагаринскому району получилось:
Навальный 38,53%
Собянин 37,30%

ну а дальше как в том анекдоте "а х..и толку?.."
как это было:
пришёл в 7:30 утра, отдал и подписал всякие бумажки, нам предъявили пустые урны, при нас их опломбировали, разрешили везде ходить, снимать, итп... по мимо меня было ещё несколько наблюдателей (от Навального, КПРФ, Собянина, Патриотов России, РосВыборов) несколько членов УИК с ПСГ (от Навального, КПРФ и ещё кого-то).
Часов в девять утра пришла тётя - член УИК с ПСГ от Собянина, сказала, что она хочет быть наблюдателем во время голосования "на дому". Ну конечно - она же соцработник, который знает всех этих бабушек и инвалидов, кто где живёт, кто чем болеет. Не долго думая я решил тоже пойти наблюдать за надомным голосованием.
Страшно было себе представить, как эта женщина с лицом бронепоезда будет смотреть на бабушек-дедушек-одуванчиков, выводящих галочки в нижнем квадратике...
Заявок на надомное голосование было 24 (кстати, большинство заявлений поступило по телефону, причины по которым избиратель не мог придти сам - указаны не были, за то были коды от домофонов, телефоны и паспортные данные)
24 заявки на надомное голосование это 3,2% от общего числа избирателей на нашем участке.
Часов в 10 мы (Я, тётя-танк, две девочки - члены УИК с ПРГ и полицейский) отправились ходить по домам. На многих (9) адресах нас "послали", сказав, что придут сами и никакого надомного голосования не вызывали. Где-то одинокий слепой дедушка сказал, что проголосовать не сможет, кто-то не открыл дверь. В одной квартире где проживает 94-летний дедушка (не говорит, не видит не слышит), 90-летняя бабушка и сиделка (гражданка Узбекистана) разыгралась поистине драматическая ситуация: Тётя-танк предложила проголосовать сиделке, что бы не тревожить хозяев. Уже заполнив заявление одна из девочек-членов УИК связалась с председателем и выяснила, что сиделка-таки голосовать не может. Мы уже собрались уходить, но тут проснулась бабушка... Не знаю каких нечеловеческих усилий ей это стоило, но она проголосовала (за себя и за мужа). Так или иначе на дому проголосовало 13 человек, судя по их собственным комментариям многие голосовали не за Собянина.
По возвращении в УИК, тётя-танк откатилась в ангар и больше мы её не видели. Молодой парень - наблюдатель от Собянина до закрытия участка играл в стрелялку на телефоне. Время от времени его троллили некоторые избиратели. На вопрос о том какое образование получил Собянин - парень ответить не смог. Зато смог наблюдатель от Навального - оказалось что-то уж совсем не приличное...
Вобщем всё было тихо - мирно. Время от времени приходили странные и, порой, забавные персонажи. На видео (ниже) я запечатлел одного из наиболее трагичных избирателей. Надо сказать иногда было очень грустно... Какая-то бабушка упала
в обморок по дороге к урне. Один раз, выходя покурить, я увидел как в школу входит старенький-старенький дедушка. Когда я вернулся - он дошёл до середины коридора. Когда я шёл курить второй раз он поднимался по лестнице. Многие предлагали ему помощь, но он (как и почти все старики) от неё отказывался. Наверное "проголосовать" для него стало приключением часов на 6... Если только на участке он провёл часа два...
Ну а дальше закрытие участка, подсчет голосов, составление протокола... Всё было предельно честно, без нарушений, без конфликтов.
В голове только одна мысль неужели столько людей - самых разных - потратили столько сил ради каких-то там циферок и ради того, чтобы так ничего и не поменялось.

came at 7:30 in the morning, gave and signed all sorts of pieces of paper, we were shown empty ballot boxes, they were sealed in front of us, they were allowed to walk everywhere, take pictures, etc. ... there were several more observers by me (from Navalny, the Communist Party of the Russian Federation, Sobyanin, Patriots of Russia , RosVyborov) several members of the PEC with the PSG (from Navalny, the Communist Party of the Russian Federation and someone else).
At about nine in the morning, an aunt, a member of the PEC with the PSG from Sobyanin, came and said that she wanted to be an observer during the voting "at home." Of course - she's a social worker who knows all these grandmothers and disabled people, who lives where, who is sick with what. Without hesitation, I decided to go and watch the home vote too.
It was scary to imagine how this woman with the face of an armored train would look at the dandelion grandmothers, grandfathers, ticking off the ticks in the lower box ...
There were 24 applications for home voting (by the way, most of the applications were received by phone, the reasons for which the voter could not come himself - they were not indicated, for that there were codes from intercoms, phones and passport data)

At about 10 o'clock we (I, aunt tank, two girls - members of the PEC with the PRG and a policeman) went to visit our homes. On many (9) addresses we were "sent", saying that they would come themselves and did not call any home vote. Somewhere a lonely blind grandfather said that he would not be able to vote, someone did not open the door. In one apartment where a 94-year-old grandfather lives (he does not speak, does not see, he does not hear), a 90-year-old grandmother and a nurse (citizen of Uzbekistan), a truly dramatic situation broke out: Aunt-tank suggested voting to the nurse, so as not to disturb the owners. Having already filled in the application, one of the girls-members of the PEC contacted the chairperson and found out that the nurse could not vote. We were about to leave, but then my grandmother woke up ... I don’t know what inhuman efforts it cost her, but she voted (for herself and for her husband). One way or another, 13 people voted at home, judging by their own comments, many did not vote for Sobyanin.
Upon returning to the PEC, the aunt tank rolled into the hangar and we never saw her again. A young guy - an observer from Sobyanin before the closure of the site, played a shooting game on the phone. From time to time he was trolled by some voters. The guy could not answer the question of what education Sobyanin received. But the observer from Navalny was able - it turned out that something was not at all decent ...
In general, everything was quiet - peaceful. From time to time, strange and sometimes funny characters came. In the video (below), I captured one of the most tragic voters. I must say sometimes it was very sad ... Some grandmother fell
fainted on the way to the urn. Once, leaving for a smoke, I saw an old, old grandfather enter the school. When I returned, he reached the middle of the corridor. When I went to smoke the second time he went up the stairs. Many offered him help, but he (like almost all old people) refused it. Probably "voting" for him was an adventure of 6 hours ... If only he spent two hours on the site ...
And then the closure of the polling station, counting of votes, drawing up a protocol ... Everything was extremely honest, no violations, no conflicts.
There is only one thought in my head - really so many people - very different - have spent so much energy for the sake of some numbers and for the sake of not changing anything.
