23 часа работы (6.30 - 4.30), выспалась и пишу.
Я работала диспетчером колл-центра Кировского района. Мы отвечали на звонки наблюдателей и членов комиссии с совещательным голосом, консультировали их по законам, координировали мобильную группу помощи и обеспечивали удаленным наблюдателям новое место работы.
Коротко: странно и противно. Во-первых, собственно фальсификаций было, как я понимаю, не так много, как в декабре (хотя были), во-вторых, народ честно выбирал Путина. Тем не менее, всю дорогу наблюдателям не давали наблюдать: утром - не пускали, к вечеру удаляли, в том числе выталкивали физически. <lj-cut text="подробнее">
С утра начался шквал звонков (первый - в 6-45): людей с направлениями от Прохорова (наблюдателей и членов комиссии с правом совещательного голоса) не пускали на участок, потому что
а) на этом месте уже есть человек
б) звонок из ТИКа или письмо из штаба Прохорова, что доверенное лицо Прохорова лишилось своих полномочий и его направления недействительны
в) или что Прохоров отзывает всех своих наблюдателей.
Письмо показывать отказывались.
Что из этого правда, мы так и не поняли. Как мы поняли, часть направлений от прохорова действительно были фальшивыми, по ним сидели лояльные люди. Но не во всех случаях. В штабе Прохорова на наши звонки не отвечали, а своих наблюдателей с вопросами отправляли к нам (!).
На нескольких участках нашим юристам удавалось добиться, чтобы людей впустили.
Была замечена схема: нелояльных членов УИК с совещательным голосом пытались заставить поехать с выездной урной (они не обязаны), а когда они возвращались, на их месте уже сидел другой человек (из своих) с фальшивым направлением.
Ближе к вечеру, особенно к 8 (в 8 голосование заканчивается, участок закрывается и начинается подсчёт) телефоны звонили беспрерывно: людей удаляли ни за что под любыми предлогами. На одном участке у наблюдателя отобрали удостоверение СМИ, еще на одном - ещё и паспорт. "Как только приехал юрист, председатель убежал и спрятался". (Паспорт удалось-таки вернуть).
На некоторых участках выталкивали физически, с помощью, например, пяти неизвестных мужиков. Пара человек получили травмы. На участки 592-593 прибыл депутат Милонов с бойцами. Было стрёмно.</lj-cut>
Типичная ситуация при подсчёте: наблюдателей сажают далеко, так что им ничего не видно, при попытке обжаловать - удаляют (помогала только коллективная жалоба, иногда). Иногда справа и слева от председателя, считающего голоса, стоит по мужику большого размера. чтоб не особенно лезли любопытные. Часто удаляли за съёмку. В конце очень многим неправильно заверили копию протокола, и часто сразу после этого председатель быстренько сваливал. Обжаловать всё можно, но жалобы точно так же запросто не принимали, и ничего.

Противно оттого, что никакие законы не помогают перед тупой наглостью и силой. И странно - зачем кидать столько тупой грубой силы - и денег - на фальшивые направления, на мужиков большого размера - ради 60 процентов вместо 50.
Было несколько участков, на которых всё было прозрачно и честно. Остается только надеяться, что и в ТИКе эту красоту не испортили.

I worked as a dispatcher at the call center of the Kirovsky district. We answered calls from observers and commissioners with an advisory voice, advised them on laws, coordinated a mobile help team and provided remote observers with a new place of work.
In short: strange and disgusting. Firstly, as far as I understand, there were not so many falsifications as in December (although there were), and secondly, the people honestly chose Putin. Nevertheless, the observers were not allowed to observe all the way: in the morning they were not allowed in, by the evening they were removed, including physically pushed out. <lj-cut text = "more">
In the morning, a flurry of calls began (the first one was at 6-45): people with directions from Prokhorov (observers and members of the commission with the right of an advisory vote) were not allowed to the site, because
a) there is already a person in this place
b) a call from the TEC or a letter from Prokhorov's headquarters that Prokhorov's confidant has lost his powers and his directions are invalid
c) or that Prokhorov recalls all of his observers.
They refused to show the letter.
Which of this is true, we did not understand. As we understood, some of the directions from Prokhorov were really fake, loyal people were sitting in them. But not in all cases. At Prokhorov's headquarters, they did not answer our calls, and sent their observers with questions to us (!).
At several sites, our lawyers managed to get people to be allowed in.
A scheme was noticed: they tried to force disloyal PEC members with an advisory vote to go with an exit ballot box (they were not obliged), and when they returned, another person (from their own) was already sitting in their place with a false direction.
In the late afternoon, especially at 8 (at 8, the voting ends, the polling station closes and the counting begins) the phones rang continuously: people were removed for nothing under any pretext. At one polling station, the media certificate was taken away from the observer, and at another, his passport was also taken away. "As soon as the lawyer arrived, the chairman ran away and hid." (They managed to return the passport).
In some areas, they were pushed out physically, with the help of, for example, five unknown men. A couple of people were injured. Deputy Milonov arrived at polling stations 592-593 with soldiers. It was weird. </lj-cut>
A typical situation when counting: observers are put far away, so that they cannot see anything, when they try to appeal, they are removed (only a collective complaint helped, sometimes). Sometimes to the right and to the left of the chairman counting the votes, there is a large peasant. so that the curious do not particularly climb. Often removed for filming. In the end, many were wrongly certified with a copy of the minutes, and often immediately after that the chairman quickly dumped. You can appeal everything, but complaints were just as easily rejected, and nothing.

It is disgusting because no laws help in front of stupid arrogance and force. And it's strange - why throw so much blunt brute force - and money - on fake referrals, on large men - for 60 percent instead of 50.
There were several areas where everything was transparent and fair. We can only hope that this beauty was not spoiled in the TEC.
