В Калуге снесли дом, восстановленный в рамках “Том Сойер Феста” силами добровольцев без единой копейки бюджетных денег. Так в городе проходит Год волонтёра, объявленный в стране президентом.
То, что я напишу ниже, - это моя личная позиция. Потому что “Том Сойер Фест” - это достаточно большое сообщество, а решения в сообществе должны приниматься коллективно (это нельзя сделать молниеносно). Думаю, что мы выработаем общее взвешенное мнение о произошедшем и постараемся донести его максимально широко. А также извлечём максимум уроков из этой ситуации.
Снесённый Дом архитектора Яковлева (1910 года постройки) был восстановлен в 2017 году. Работы были не только косметического характера (в частности, укреплялся цоколь). В 2008 году здание было выведено из списка объектов культурного наследия. Дом был жилым, многоквартирным. Уже после фестиваля квартиры в этом и соседнем домах были выкуплены застройщиком. Калужские активисты пытались вернуть зданию статус памятника, но безрезультатно. Дом был снесён по обычной технологии, когда вокруг объекта есть общественное сопротивление. Рано утром в выходной день.
Увы, это совершенно обычная история для России. Если бы в ней не было добровольцев “Том Сойер Феста”.
Для меня было понятно, что “Том Сойер Фест” - это не панацея от сноса исторических зданий. Но наша деятельность - это пусть и небольшой, но заметный шаг в сторону сохранению исторической среды, выработке новых технологий работы с ней, привлечению в сферу новых ресурсов, популяризации наследия и, что особенно немаловажно, созданию конструктивного диалога вокруг неё разных субъектов из общества, бизнеса и власти.
На мой взгляд, в Калуге получилось очень многое, но кое-что и не сложилось. И нужно вникнуть почему. В отличие от многих городов, где идёт фестиваль, власти второй год не видят в фестивале субъекта. И не вступают с ним в диалог. На “Том Сойер Фесте” в этом городе за всё время не побывало высокопоставленных чиновников. Они просто не замечали происходящее в публичной плоскости. Это очень удобная позиция. Благодаря всему этому всегда можно сделать вид, что ты о чём-то не знаешь, не имеешь к этому отношения, поэтому никак не можешь повлиять на ситуацию. Что и привело к потере здания без лишнего шума.
В Самаре и Омске главы городов лично работали на объектах, в Нижнем Новгороде в этом году здание, которое восстановили волонтёры в рамках “Том Сойер Феста”, по инициативе мэра было передано под нужды общественных организаций. И есть ещё множество примеров эффективного сотрудничества.
Второй важный момент в Калуге - в здании не было собственников, которые были заинтересованы в его сохранении. И тут их сложно обвинять. Хозяин - барин. К слову, в доме, который восстановил калужский “Том Сойер Фест” в этом году, такие собственники есть. Что вселяет надежду на его долгую и счастливую жизнь в будущем.
В целом же, произошедшее - это, несомненно, удар по “Том Сойер Фесту” и идее настоящего, а не фиктивного добровольчества (когда в качестве волонтёров нам представляют принуждённых к каким-то работам учащихся или бюджетников). Пока на федеральном уровне мы постоянно слышим разговоры о вовлечении населения, важности коммуникаций власти и общества, в Калуге наносится удар не только по уничтоженному Дому Яковлева, но и по добровольцам в 27 городах России, которые работают в рамках “Том Сойер Феста”.
Надеюсь, что это некомпетентность и лень лиц, принимающих решения, а не осознанный удар по общественным инициативам.
Мне пока очень сложно думать взвешенно, потому что я лично видел как восстанавливался этот дом. Какими силами и с какими сложностями. И случившееся сегодня - это, прежде всего, очень больно.
Надеюсь, что из случившегося все извлекут для себя уроки. И оно не останется незамеченным на самых разных уровнях. Потому что это не просто снесённое очень красивое здание с длинной историей, а удар по доверию между властью и обществом в целом.
И давайте запомним дом, таким, как на этой фотографии. Когда после работ "Том Сойер Феста" он раскрыл свою красоту и важность для традиционного облика российских городов. А не грудой брёвен как сейчас. И не таким, каким он был до начала работ. Из-за десятилетий безразличия к нему со стороны властей и собственников.
Дом убит, но не убиты мы. А всё, что нас не убивает - делает сильнее.

The demolished House of Architect Yakovlev (built in 1910) was restored in 2017. The work was not only of a cosmetic nature (in particular, the base was strengthened). In 2008, the building was removed from the list of cultural heritage sites. The house was residential, multi-apartment. After the festival, the apartments in this and the neighboring houses were bought by the developer. Kaluga activists tried to restore the status of a monument to the building, but to no avail. The house was demolished using conventional technology when there is public resistance around the property. Early in the morning on a day off.
Alas, this is a completely common story for Russia. If it hadn't been for the Tom Sawyer Fest volunteers.
It was clear to me that Tom Sawyer Fest was not a panacea for the demolition of historic buildings. But our activity is, albeit a small, but noticeable step towards preserving the historical environment, developing new technologies for working with it, attracting new resources to the sphere, popularizing heritage and, which is especially important, creating a constructive dialogue around it between different actors from society and business and power.
In my opinion, a lot has worked out in Kaluga, but some things have not worked out. And you need to understand why. Unlike many cities where the festival is taking place, the authorities do not see a subject in the festival for the second year. And do not enter into dialogue with him. At the “Tom Sawyer Fest” in this city for all the time, no high-ranking officials have visited. They simply did not notice what was happening on the public plane. This is a very comfortable position. Thanks to all this, you can always pretend that you don’t know about something, you don’t have anything to do with it, so you cannot influence the situation in any way. Which led to the loss of the building without unnecessary noise.
In Samara and Omsk, the heads of the cities personally worked at the facilities, in Nizhny Novgorod this year the building, which was restored by volunteers as part of the “Tom Sawyer Fest”, was transferred to the needs of public organizations at the initiative of the mayor. And there are many more examples of effective collaboration.
The second important point in Kaluga is that there were no owners in the building who were interested in preserving it. And here it is difficult to blame them. The owner is a master. By the way, there are such owners in the house, which was restored by the Kaluga “Tom Sawyer Fest” this year. Which gives hope for his long and happy life in the future.
In general, what happened is undoubtedly a blow to “Tom Sawyer Fest” and the idea of real, and not fictitious, volunteerism (when students or state employees forced to do some work are presented to us as volunteers). While at the federal level we constantly hear talk about the involvement of the population, the importance of communication between the authorities and society, in Kaluga a blow is being struck not only at the destroyed Yakovlev House, but also at volunteers in 27 cities of Russia who work within the framework of the Tom Sawyer Fest.
I hope this is the incompetence and laziness of decision-makers, and not a deliberate blow to public initiatives.
