Сейчас пришлось столкнуться с необходимостью регистрации ИП, хочу поделиться опытом – может быть, кому-то поможет.
I. принятие решения о регистрации
1) ведение деятельности даже при нулевом обороте стоит небольших денег – необходимо делать обязательные отчисления в пенсионный фонд (1500р в месяц, для работающих не актуально)
2) оплачивать услуги фрилансерам, судя по всему, вполне легально и без открытия ИП (но они по закону для получения денег обязаны иметь ИП или ООО)
3) говорят, что предоставление в банк сведений об открытом ИП часто является достаточно надежным способом навсегда оградить себя от предложений взять кредит
4) в отличие от ООО, ИП можно легко закрыть; меньше проблем при переходе в офшор
5) например, два бонуса, которые дает наличие ИП с нулевым оборотом: можно получить доступ в магазин «МЕТРО» и открыть счет в московском отделении китайского банка ICBC, который подходит для регистрации в платежной системе Alipay (об этом подробнее как-нибудь в другой раз)
II. предисловие к процессу регистрации
1) в СПб регистрацию ИП проводит только ИФНС 15, находится рядом с ЕЦД. Пошлина 800р, фирмы предлагают заплатить чуть больше 2000р и не парить себе мозг (но это же не наш метод, мы лучше потратим пару дней на выяснение подробностей)
2) регистрация ИП указана как одна из услуг на gosuslugi.ru, но она не работает habrahabr.ru/post/149915/
3) чуть больше недели назад запущен крутейший на вид сервис https://service.nalog.ru/zgreg/, но он тоже не работает. Говорят, работает в Москве – фирмы по регистрации уже сворачивают бизнес regforum.ru/showthread.php?t=106185
Для Питера формируется неправильная платежка (хотя регистрацию проводит ИФНС 15, платить надо на реквизиты ИФНС 11, а программисты сервиса почему-то не учли этот очевидный факт).
4) сотрудники ИФНС по телефону говорят, что успешно проходят операции от клиентов с помощью ЭЦП, но лично я не разобрался, насколько просто его получать
III. процесс регистрации
1) процесс неплохо описан на забитом по уши рекламой сайте ipipip.ru
2) форму Р21001 я готовил с помощью официальной программы www.nalog.ru/el_usl/no_software/3776251/ (если бы у меня была ЭЦП все, наверное, можно было бы подать электронно)
3) лист Б не понадобился (его напечатал по своей форме сотрудник ФНС при приеме документов)
4) копия ИНН не понадобилась
5) понадобились форма Р21001 с листом А, копия паспорта, 2 экземпляра 26.2-1 (переход на УСН, подавать сразу вместе с остальными документами)
6) документы прошили (скрепка + бумажка «прошито») на месте
7) * забегая вперед - уже в процессе оформления обнаружилось, что я вовремя не перерегистрировался в районной ФНС при смене прописки из одного района города в другой – но вопреки всем ожиданиям это не помешало!
8) в здании ИФНС я провел 38 минут, начиная от входа в дверь до выхода из нее: получил номерок, оплатил пошлину на месте в терминале (комиссия 100 руб, сдача на телефон), поднялся в зал, пока ждал,заполнил 26.2-1 взятой напрокат ручкой, за несколько минут сдал документы и был свободен
9) назначена фиксированная дата явки – рассмотрение 5 рабочих дней не считая день подачи и день выдачи
10) через 5 дней документы были получены, в понедельник очередь была в 2 раза меньше, чем в пятницу
11) после получения документов, можно открыть счет в банке. Я пошел в Авангард, в котором у меня был счет физ. лица (там очень мало офисов, что может быть неприемлемо для тех, кто сдает кэш, но зато адекватные тарифы и сотрудники); в банк можно без подготовки ехать прямо после получения документов, там все расскажут и рядом можно заверить у нотариуса требующуюся карточку с подписью
В целом, надо сказать, что впечатления от обращения в ФНС очень положительные - нет лишней бюрократии, все достаточно удобно и быстро.

3) sheet B was not needed (it was printed in form by an employee of the Federal Tax Service upon receipt of documents)
4) a copy of the TIN was not needed
5) we needed form P21001 with sheet A, a copy of the passport, 2 copies of 26.2-1 (go to the simplified tax system, file immediately with the rest of the documents)
6) documents stitched (paper clip + piece of paper “stitched”) in place
7) * looking ahead - already in the process of registration it turned out that I didn’t re-register in time with the regional Federal Tax Service when changing residence permits from one district of the city to another - but contrary to all expectations, this did not stop!
8) I spent 38 minutes in the building of the Federal Tax Service Inspectorate, from the entrance to the door to the exit from it: I received the number, paid the fee on the spot in the terminal (commission 100 rubles, change by phone), went up to the hall while waiting, filled out 26.2-1 rented a pen, passed documents in a few minutes and was free
9) a fixed date of appearance is appointed - consideration of 5 working days, not counting the day of filing and the day of issue
10) after 5 days the documents were received, on Monday the queue was 2 times less than on Friday
11) after receiving the documents, you can open a bank account. I went to the Vanguard, in which I had a physical account. persons (there are very few offices there, which may not be acceptable for those who donate the cache, but adequate tariffs and employees); you can go to the bank without preparation right after receiving the documents, they will tell everyone there and next you can verify with the notary the required card with a signature
In general, I must say that the impressions of applying to the Federal Tax Service are very positive - there is no unnecessary bureaucracy, everything is quite convenient and fast.
