Помнится, лет 10 назад мы с коллегами по работе в питерском провайдере читали статью о блокировках сайтов в разных странах - от частичных в Китае до полного запрета на интернет в Северной Корее. Тогда подобный сценарий в России казался чем-то нереальным. А потом под соусом то борьбы с педофилами, то защиты от терроризма гайки начали потихоньку закручивать.
Ну и вот, пожалуйста. Сначала новость о том, что Роскомнадзор наделят правом диктовать операторам автономных систем правила маршрутизации трафика, а теперь и вот это. И снова "борьба с терроризмом", конечно же. Хотя это не что-то новое, а всего лишь давно забытое старое - я еще застал такую веселую бумажку, как "разрешение на мобильный".
С технической точки зрения, все подобные меры последних лет преследуют две цели - ограничить свободу распространения информации в Интернете путем блокировок и запугивания, и дать силовым ведомствам возможность частично или полностью лишить связи кого угодно без особых усилий и в любых масштабах. Политики, правда, объясняют подобные действия необходимостью "независимости Рунета на случай, если Запад отключит России интернет"... Но случаев, когда недружественным странам перекрывали доступ в Интернет извне, что-то пока не было. А вот случаев отключений Сети и мобильной связи изнутри по указке неадекватных правительств история знает чуть менее, чем дофига - и в качестве временных мер, и в виде постоянной изоляции.
Я бы поставил на то, что когда (и если) будет реализована техническая возможность изолировать Рунет от внешнего мира - ею воспользуются. Разумеется, в благих целях защиты от терроризма и происков врагов. А "независимый Рунет" со временем станет технически сильно близок к северокорейскому интранету "Кванмен", где доступа во внешний мир нет от слова "совсем" и куда цензурное ведомство сгружает зеркала "высочайше одобренных" сайтов.
До дна еще далеко, но направление-то вырисовывается однозначное.

And again the "fight against terrorism", of course. Although this is not something new, but just a long forgotten old one - I still found such a funny piece of paper, like “permission for a mobile”.
From a technical point of view, all similar measures of recent years pursue two goals - to limit the freedom to disseminate information on the Internet through blocking and intimidation, and to give security agencies the opportunity to partially or completely de-link anyone with little effort and on any scale. Politicians, however, explain such actions by the need for “independence of the Runet in case the West disconnects the Russian Internet” ... But there have not been cases when unfriendly countries have been blocked from accessing the Internet from outside. But the cases of disconnection of the Network and mobile communication from the inside, at the behest of inadequate governments, history knows a little less than dofig - both as temporary measures and as permanent isolation.
I would put it on the fact that when (and if) the technical ability to isolate the Runet from the outside world is realized, they will take advantage of it. Of course, for the good purposes of protection against terrorism and the machinations of enemies. And the “independent Runet” will eventually become technically very close to the North Korean intranet “Qwanmen”, where there is no access to the outside world from the word “absolutely” and where the censorship agency downloads the mirrors of the “highest approved” sites.
The bottom is still far away, but the direction is unequivocal.
