Задержание мужчины, с помощью «автомата» и «гранаты» защищавшего гаражи от сноса, осуществили сотрудники полиции 2 декабря в Петербурге по заявке от сотрудников Комитета по контролю за имуществом (ККИ), сообщает телеканал «Санкт-Петербург».
Сегодня ККИ начал освобождение земель гаражного кооператива «Петроградец-4» от гаражей. Сотрудники комитета, рабочие и военнослужащие Росгвардии прошли за ворота кооператива, где их встретила небольшая толпа владельцев гаражей, не приветствовавшая намечающийся снос. Наиболее активный из них был экипирован предметом, похожим на автомат Калашникова АК-74М, и несколькими страйкбольными гранатами в форме боевой гранаты Ф-1.
«Уходим за ворота!» — потребовал хриплым криком защитник, наступая на сотрудников ККИ и оператора телеканала, бросая при этом одну из гранат в сторону.
Граната хлопнула и над белым снегом в двух метрах от бросившего поднялся небольшой дымок.
«Следующая полетит в толпу», — сообщил мужчина отходящим с улыбками сотрудникам ККИ.
Последние подали заявление в полицию по факту противодействия. Защитник гаражей был доставлен в полицейское отделение.
Рабочие подведомственного ККИ учреждения «Центр повышения эффективности использования государственного имущества» (ЦПЭИГИ) продолжили вскрывать гаражи циркулярными пилами. Под вскрытие попали гаражи, не используемые по назначению: заваленные хламом или просто свободные, сообщает издание «Карповка».
К концу рабочего дня было вскрыто и освобождено от содержимого около 70 гаражей.
ККИ намерен снести все гаражи кооператива, числом около 900, сообщает издание «Фонтанка».
Они занимают более 34 тыс. м² территории.
Напомним, договор аренды на эту землю был заключен между Приморской общественной организацией Всероссийского общества автомобилистов Петербурга и ККИ. Его расторжение, по мнению ККИ, позволяет считать находящиеся на территории гаражи незаконными. ККИ предупредил о начале сноса 22 ноября.
Противодействующие сносу общаются в соцсети «ВКонтакте» на странице группы гаражного кооператива «Петроградец-4». Они разместили предупреждение о том, что доступ к гаражам будет перекрыт автомобилями и покрышками. Как обоснование для противодействия властям называют незаконность аннулирования договора аренды — ведь власти принимали арендную плату и после него.
«Но у властей ничего не дрогнуло десять лет получать арендную плату за „незаконное“ землепользование», — отмечает пользователь Андрец Жуков.
Одна из мер противодействия сносу — публикация личных данных владельца гаража на его двери, вместе с данными о регистрации права на собственность.
«Проверим, что означает понятие частная собственность в правовом государстве. Все документы на собственность имеются, контакты собственника указаны. Никаких уведомлений не было, решения суда о сносе нет», — комментирует Александр Воробьев фотографию расписанного таким образом гаража.
Отметим, что гаражный кооператив «Петроградец-4» расположен между станцией метро «Старая деревня» и Западным скоростным диаметром по одной оси, и между Мебельной улицей и железнодорожными путями — по другой. Участники гаражного кооператива указывают на то, что в этой охранной зоне железной дороги можно строить только гаражи.
Отметим также, что по плану городской администрации на освобожденной территории разместится АО «Таурас-Феникс», занимающееся производством пластиковой упаковки.
Напомним, Комитет по контролю за имуществом был выделен из Комитета имущественных отношений в 2017 году. В 2018 году обсуждалось возвращение ККИ в состав КИО, предположительно, из-за политической борьбы за пост вице-губернатора по имуществу.
