Мою прокси на Digital Ocean закрыли. Решил пойти по пути децентрализации и настроил телеграм через TOR, который как раз использует SOCKS5. Пока на компе и мобильнике полет нормальный. Если вдруг кто тоже захочет:
1. На компе: скачиваем https://www.torproject.org/, запускаем TOR Browser, сворачиваем его, в десктопном телеграме настравиваем в телеграме SOCKS5 прокси на localhost:9150
2. На мобильнике: ставим из маркета Orbot (https://play.google.com/store/apps/details?id=org.torproject.android),
запускаем его, в самом низу кликаем на шестернку, находим в гиганстком списке Телеграм, кликаем на него.
Заходим в телеграм, прописываем SOCKS5 прокси localhost:9050
