Судя по всему, эти председатели пошли на сговор с "представителем администрации" (на фото в галстуке) и увеличили явку на выборах губернатора. Так, при подсчёте на УИК 1943 за Полтавченко по увеличенной форме протокола было подано 374 голоса, а в ГАС "Выборы" внесено 1136 голоса (фото увеличенной копии протокола прилагается).
Сравните с участком 1942, где я был членом УИК. Там количество человек по спискам больше, но за Полтавченко честные 380. УИК-и 1942, 1943, 1923 и 1924 находили в школе 246.

Apparently, these chairmen agreed with the "representative of the administration" (pictured in a tie) and increased voter turnout. Thus, when calculating for PEC 1943, Poltavchenko received 374 votes for the enlarged form of the protocol, and 1,136 votes were added to GAS Vybory (a photo of an enlarged copy of the protocol is attached).
Compare with the 1942 area where I was a member of the PEC. There, the number of people on the lists is greater, but for Poltavchenko an honest 380. PECs 1942, 1943, 1923 and 1924 were found in school 246.
