Прошло всего 20 лет, а кто-то уже начал понимать, что проблема не в том, что "царь хороший, бояре плохие", а в том, что муниципалы и регионалы встали особняковыми квазиэлитами и не имеют связи с обыденным обществом вокруг...
Что депутаты, став депутатами, перестают по факту быть проводниками мнения народа, от части от того, что народ сам не очень жаждет заниматься общественными проблемами.
Что чиновник, став чиновником, перестаёт защищать интересы жителей, а начинает "прикрывать спины" своих коллег и руководителей от явных косяков.
Того и глядишь, ещё лет 10 и совсем осознание придёт "кто виноват и что делать". Потому что виноват всегда "я", а делать надо "дело, а не слово" и что сплочённость "элит" возможна лишь во время расплочённости людей.
