РКН заблокировал уже столько адресов, что их собственные комплексы "Ревизор", стоящие у провайдеров, не справляются и зависают https://geektimes.ru/company/nag/blog/300073/
Эти вандалы вырубают целые подсети различных хостеров, создают проблемы самым разным компаниям, которые там хостятся, у людей перестают работать онлайн-банки, кассы, репозитории, прочий софт. Все ради блокировки несчастного Телеграма, который при этом продолжает работать. Они бы взорвали и разрушили весь интернет, если бы могли.
А Дуров похоже их весело троллит, перенося сервера телеграма к различным провайдерам и заставляя РКН устраивая проблемы их клиентам. Если повезет, скоро на наших цензоров навалится такой вал жалоб и исков, что они навсегда зарекутся творить такую хрень.
