О выборах.
Был наблюдателем от партии "яблоко" на участке 1354 Петроградского района СПб.
Впечатления разные.
С одной стороны, на нашем участке не было серьезных нарушений до подсчета голосов: не было ни карусельщиков, ни вбросов, хотя на соседних участках творился полный беспредел. К полицейскому на соседнем участке, который пресек голосование группы "карусельщиков", приехал наряд и все "объяснил", после чего поток продолжился. Сложно подсчитать размеры фальсификаций, тем более, что прав у наблюдателей нет практически никаких - за любую попытку сунуть свой нос куда не следует, попросту выгоняли.
Мне повезло, что нас от партии на участке было двое: я и учитель англ языка для дошкольников - очень образованная и интересная женщина.
Мы вручную считали кол-во пришедших и голосовавших, т е тех, кто зашел в помещение и с паспортом шел к столикам за получением бюллетеня. Цифры оказались интересными: на 20 часов расхождение с официальными данными составило порядка 250 человек, это притом, что пришедших голосовать было по офиц данным пришло чуть более 1200, по данным ручного подсчета 950 человек!!! И даже если не все пришедшие в участок пошли голосовать, или голосовали только в ГД или только в ЗАКС, или пришли не по адресу и были отправлены на другой участок, то реальная цифра проголосовавших должна быть много меньше ручного подсчета! Минимум 20-25% просто придумали и вписали в результаты.
Естественно, я допускаю погрешность ручного подсчета, но она не более 5%, т к следили очень внимательно и отмечали каждого человека посменно.
Все это было бы легко проверить.. но при подсчете голосов. нас отсадили на безопасное расстояние. Сортировали, группировали, считали пачки без помех со стороны наблюдателей. На требование пересчитать пачки бюллетеней, вежливо посылали или угрожали удалить.
Итоговые данные по избир. участку 1354
По выборам в ГД: едро - 47,6% (627 из 1317), СР - 19,06%, яблоко - 14,96%, КПРФ - 10,7%.
По выборам в в ЗАКС: едро - 59,6% (788 из 1322).. дальше можно не продолжать, не так интересно.
Интересно, много среди Вас, кто проголосовал за разные партии в ГД и ЗАКС? А вот у нас, как оказывается, таких было 12,2%, каждый восьмой!
Видимо по спб план был немного другой.
Сложно посчитать накрутку, но она была, это точно.
Что в итоге:
1. Идти наблюдателем на выборы - мало толку, пресекать таким образом можно только единичные случаи вбросов или останавливать карусельщиков. Жалобы большого смысла не имеют. Смысл имеет идти членом избирательной комиссии и не в одиночку.
2. Вообще идти голосовать смысл есть. Явка была на самом деле довольно высокая. По нашему участку официально (с накруткой) - 70%, неофициально - 57%. Логично, что чем больше реальная явка, тем честнее выборы.
3. Как представитель яблока или от других партий участвовать в выборах больше не буду точно.
Звонил депутату округа от "яблока", сообщил все официальные данные, рассказал о нарушениях, просил проконсультировать, как правильно написать жалобы о грубейших нарушениях (голоса подсчитывали не при нас и не разрешали съемку и тп). На что получил ответ: "не надо жалоб, яблоко набрало довольно неплохой процент". Беспокоятся только за свой рейтинг, все остальное - неважно.
4. Известное голосование, проводимое "вконтакте", не отображает реальных цифр - тут голосуют и дети, которые ведутся на харизму Жириновского. И детей тут очень много.
5. Печальный факт - среди голосующих было очень мало молодежи.
6. Очень много народу не пришло на выборы из-за незнания своего участка, информация вообще нигде не афишировалась! Считаю, что явку снижали намеренно.
7. Получил очень много позитива и слов поддержки от граждан в процессе наблюдения, что конечно же радует и способствует политической активности.
Несколько раз в году существуют акции по уборке мусора. Многие в них участвуют - это не зазорно и правильно. Нам же жить.
А 4 декабря все могли поучаствовать в аналогичной акции, где грязи еще больше. И спасибо тем, кто это сделал. Нам же жить.

We manually counted the number of people who came and voted, that is, those who went into the room and went to the tables with a passport to receive a ballot. The numbers turned out to be interesting: for 20 hours the discrepancy with official data amounted to about 250 people, despite the fact that those who came to vote according to the official data received a little more than 1200, according to manual counting 950 people !!! And even if not all who came to the polling station went to vote, or voted only in the State Duma or only in the LA, or came to the wrong address and were sent to another polling station, then the real number of voters should be much less than the manual count! A minimum of 20-25% was simply invented and entered into the results.
Naturally, I admit the error of manual counting, but it is not more than 5%, t they were monitored very carefully and noted each person in shifts.
All this would be easy to verify .. but when counting. we were put to a safe distance. Sorted, grouped, counted packs without interference from observers. At the request of recounting the bundles of ballots, they politely sent or threatened to remove them.

In elections to the State Duma: edro - 47.6% (627 out of 1317), SR - 19.06%, apple - 14.96%, Communist Party - 10.7%.

To which he received the answer: "no complaints, the apple gained a pretty good percentage." They worry only for their rating, everything else doesn’t matter.
4. The well-known voting conducted by VKontakte does not display real numbers - children who are being led by Zhirinovsky’s charisma also vote here. And there are a lot of children.
5. The sad fact is that there were very few youth among the voters.
6. A lot of people did not come to the polls due to ignorance of their polling station, information was not advertised anywhere! I believe that the turnout was reduced intentionally.
7. I received a lot of positive words of support from citizens during the observation process, which of course pleases and promotes political activity.
