Постановление Правительства РФ от 28.01.2013 N 48
"О внесении изменений в некоторые акты Правительства Российской Федерации".
Уточнены полномочия Минэкономразвития России в области контроля и надзора в сфере правовой охраны и использования результатов интеллектуальной деятельности.
Определено, что Минэкономразвития России осуществляет функции по выработке государственной политики и нормативно-правовому регулированию в области контроля и надзора в сфере правовой охраны и использования результатов интеллектуальной деятельности гражданского, военного, специального и двойного назначения, созданных за счет бюджетных ассигнований федерального бюджета...На Минэкономразвития России возложены также полномочия по утверждению ряда нормативно-правовых актов, среди которых:
- правила оформления заявки на государственную регистрацию программы для электронно-вычислительных машин или базы данных;
- порядок государственной регистрации программ для электронно-вычислительных машин и баз данных, формы свидетельств о государственной регистрации, перечень указываемых в них сведений и перечень сведений, публикуемых в официальном бюллетене Федеральной службы по интеллектуальной собственности;
- порядок продления срока действия патента на изобретение, полезную модель или промышленный образец;
- порядок проведения информационного поиска в отношении заявленного изобретения для определения уровня техники, по сравнению с которым будет осуществляться оценка новизны и изобретательского уровня изобретения, и представления отчета об указанном информационном поиске;
- форма патента на изобретение, полезную модель, промышленный образец и состав указываемых в нем сведений;
- форма свидетельства на товарный знак и перечень указываемых в нем сведений;
- форма свидетельства об исключительном праве на наименование места происхождения товара и перечень указываемых в таком свидетельстве сведений

The powers of the Ministry of Economic Development of Russia in the field of control and supervision in the field of legal protection and use of the results of intellectual activity have been clarified.
It has been determined that the Ministry of Economic Development of Russia carries out functions for the development of state policy and legal regulation in the field of control and supervision in the field of legal protection and use of the results of intellectual activities of civil, military, special and dual use created at the expense of the federal budget allocations ... The Ministry of Economic Development and Trade is also empowered to approve a number of regulatory acts, including:
- the rules for filing an application for state registration of a program for electronic computers or a database;
- the procedure for state registration of programs for electronic computers and databases, forms of state registration certificates, a list of information indicated therein and a list of information published in the official bulletin of the Federal Service for Intellectual Property;
- the procedure for extending the term of a patent for an invention, utility model or industrial design;
- the procedure for conducting an information search in relation to the claimed invention to determine the level of technology, in comparison with which the novelty and inventive step of the invention will be assessed, and to submit a report on the specified information search;
- the form of a patent for an invention, utility model, industrial design and the composition of the information indicated therein;
- the form of a certificate for a trademark and a list of information indicated therein;
- the form of a certificate of exclusive right to the appellation of origin of the goods and the list of information indicated in such certificate
