В Орске сложилась критическая ситуация с бездомными животными

P. S.: А вот и первые «ягодки» будущего хаоса. А заодно халатности. С самого начала история с новой организацией, которая будет заниматься отловом безнадзорных животных, казалась мутной. Начиная от комического названия «Диктатура закона», хотя понятно, что животными компания никогда не занималась, скорее недобросовестными должниками) И заканчивая вальяжным отношением ответственных лиц: «А и так сойдет».
Во-первых, и МУП «САТУ», честно признаемся, звезд не хватало за все годы работы. Недостаток финансирования, скудные ряды сотрудников, отсутствие рычагов контроля — что тому виной, непонятно. Скорее, всё это вместе. Как результат - своры диких собак во всех районах, нападения, безжизненный «автоответчик» на другом конце провода и абсолютное равнодушие. Только журналисты и снимают эти стаи) Ещё бы сети нацепить подкамерные — глядишь, и совмещали бы работу ????
Во-вторых, что смеяться. Раньше и двух бюджетных миллионов не хватало (смотря как эффективно тратить), а сейчас один выложили - и его в руки получила оренбургская (!) организация, у которой в Орске только и есть, что слово в закупке. Первая попытка связаться - прекрасно, как только речь заходит о телевидении — гудки в трубке. Следующие попытки - новые открытия. И фирма этим не занимается, и директор уже не тот.
В-третьих, ну как можно эту мутную историю с диктатурой допускать до аукциона? И тем более заключать контракт, если впоследствии выяснилось, что даже элементарные требования в документации не были соблюдены? Отсутствовало место временного содержания животных. Можно подумать, у «САТУ» есть, но к этому мы еще вернемся) А сейчас пытаются выставить, словно организация испугалась объемов работ и слилась) Ну-ну.
Пост мог бы закончиться на третьем пункте) Но есть одно но. В-четвертых, уж слишком топорно и надуманно смотрится эта история с новой организацией. Вот какие негодяи, в кои-то веки решили местный монополизм разнообразить, а тут недобросовестный подрядчик попался. Ая-яй, подвели, так подвели! И добавили, значит, ярких красок в это недовольство: целый месяц собаки резвились, ни одной не отловили. А чем же вы, уважаемые, занимались целый месяц тогда? Понять, что безнадзорных животных никто не ловит, можно за пару дней, было бы желание.
Так что извольте, пришлось на поклон идти, челом бить перед нашим Ильёй- САТУ-Муромцем, что до этого на печи бюджетной лежал. Помоги, Илья, посмотри, что супостат оренбургский натворил! Спаси наших горожан от лика звериного, дикого! И вот тебе 100 000 золотых на первые подвиги) А заодно выкрутили прежнее недовольство на минимум, ну или схемы бюджетные проторенные обновили)
Не слишком переиграно? Так жители-то в основном и не знают этой самой Диктатуры, не успели даже узнать) одни журналисты за этими перестановками следят, для нас что ли, представление? По заявкам? :)
