To Whom It May Concern:
We, citizens of the Russian Federation, are deeply concerned about the lack of legitimate laws protecting animal rights in our country. The levels of unlawful animal murder, animal abuse, animal cruelty, and malicious poisoning by the Government officials of cats and dogs left on the streets, instead of building humane shelters and using humane euthanasia methods against the ones that can’t be placed into homes, like it is done in Western Countries,are increasing.
The governor of Saint Petersburg, Russia,Valentina Matvienko,signed a decree on January 11, 2011 to destroy and inhumanely kill (using methods of shooting or poisoning) all stray animals in at least 5 areas of Saint Petersburg - Krasnoselsky, Pushkinsky, Lomonosovsky, Kolpinskyand Petrodvorcovky counties.The governor is using the current swine plague crisis as a justification for the killings of these stray animals within the city. The governor is claiming that the infested swine is being disposed of and burned in areas accessible to stray animals, and is claiming that in order to stop a further infestation, all the cats and dogs should be killed. The practice of killing animals in Russia is typically done in a very inhumane manner.
In this decision, there is no absolutely no logic:
- Stray animals are isolated and are not in contact with the infected pigs, therefore there is no way, they can acquire and spread the virus by consuming the remains of the burned coals left after the mass burning of infected swine.
- A large amount of the animals walking on the streets in the areas are not strays. They are outdoor cats and belong to people.
- The killing of the animals already started yesterday, January 10, 2011. The bodies and corpses are being disposed of throughout the streets.
We are asking you to support us and help prevent these massive animal murders in Russia disguised under a swine plague cause, but in reality, just a way for the government to spend the taxpayer’s money and solve the problem in a quick way of murder as if we live in a barbaric country. A logical solution would be to instead build shelters, promote the spaying of animals, and funding adoption programs.
