ПРИЧИНА НАШИХ БЕД – МОНОПОЛИЯ ВЛАСТИ! (на примере МО Оккервиль)

Под окнами одной из парадной дома №28 по Товарищескому проспекту круглосуточно в ларьке продают алкоголь. Поэтому почти каждую ночь - шумные разборки местных пьяниц. Обоснованную просьбу о закрытии круглосуточной торговли руководство ЖСК и ТСЖ проигнорировал, районная прокуратура также не дала никакого ответа.
Похоже, что управляющие структуры дома (ТСЖ и ЖСК), созданные для защиты законных прав жильцов, на деле подвластны местной и районной Администрации, напрямую заинтересованы в сдаче общей недвижимости дома в аренду коммерческим структурам. Управленцев не интересует то, что такой бизнес мешает и не дает спать горожанам в собственных квартирах.
Деньги на обслуживание здания и его придомовой территории собирают с жильцов и выделяет городской бюджет, а управляют ими - муниципальные депутаты из МО "Оккервиль", финансируя благоустройство, уборку, организацию массовых мероприятий.
В середине нынешнего лета МО "Оккервиль" организовало аукцион по благоустройству территории своего округа на сумму около 20 млн. рублей. Для муниципального бюджета - это очень существенная сумма. В адресную программу по аукциону вошел мой дом № 28 по Товарищескому проспекту.
Однако в документации не было ни проекта, ни каких-либо других официальных разрешений на производство работ. Контракт с муниципалитетом заключило ООО «СТPОЙТЕХСЕPВИС» по максимальной цене в 20 425 163,00 рублей. Других участников аукциона не было.
Зато технические требования были продуманы до мелочей.
Депутаты муниципалитета во главе с Кочанжи Сергеем Павловичем в техническом задании аукционной документации интересовали важные показатели содержания магнетита, магнита, расхода краски, зернистости, модули упругости, содержание галоидных соединений в используемых подрядчиком материалах и т.д.
И только одна компания в городе обладала возможностью произвести работы для МО "Оккервиль" - ООО «СТPОЙТЕХСЕPВИС». По другим процедурам не менее интересные пометки, например: в аукционе на оказание услуг по техническому инспектированию работ на территории МО МО Оккервиль победу одержало ЗАО «Дортехнологии» уверенно шагнув на 0,5% в аукционе, цена составила 605 113,10 руб. Его неизвестный конкурент сделать второй шаг не смог. Наверное, падение на аукционе муниципалитета всего на 1% от начальной цены - 6081руб. дорогого стоит.
Неудивительно, что в МО Оккервиль нет конкуренции, например: на сайте ФАС России http://www.fas.gov.ru/fas-in-press/fas-in-press_32339.. поясняется, что слова в наименовании аукционов на сайте zakupki.gov.ru пишутся красным цветом, когда в них присутствуют латинские буквы, таким образом госзаказчики пытаются "спрятать" процедуру от "лишних" глаз. Так и было сделано по вышеуказанным аукционам, заказы №0172300000913000026 и №0172300000913000011.
В итоге у дома № 28 по Товарищескому проспекту были построены дополнительные парковочные места. Но, к сожалению, ими просто так пользоваться нельзя. С жителей близлежащего дома требуют деньги по сомнительным юридическим основаниям. Отказавшимся платить, но все же поставившим машину, обещают проткнуть шины. А газон и проезд как был разбит, так и остался.
С моей точки зрения, за такую работу, депутатов нужно выметать из своих кресел.
Есть еще один интересный факт: по данным сайта http://mookkervil.sankt-peterburg.info/ большинство депутатов МО "Оккервиль" работают в государственных бюджетных учреждениях, подведомственных Администрации Невского района.

Есть и другие работники бюджетной сферы входящие в состав депутатов муниципалитета.
Очевидно, что с одной стороны, - этих людей знают многие жители муниципалитета, с другой, - они напрямую подчиняются Администрации района. Поэтому говорить о независимости муниципальной власти в районе, скажем откровенно, нельзя. А монополия власти, как известно, приводит к деградации государства и системной коррупции. Чиновники решают только собственные проблемы, игнорируя интересы подавляющего большинства горожан.
Надеюсь, жители обратят внимание на сомнительные действия депутатов и в ближайшие муниципальные выборы отдадут свои голоса более достойным людям!

The management of ZhSK and HOA ignored a well-grounded request to close the round-the-clock trade, and the district prosecutor's office also did not give any answer.
It seems that the managing structures of the house (HOA and Housing Cooperative), created to protect the legal rights of residents, are in fact subordinate to the local and regional administrations, are directly interested in leasing the common real estate of the house to commercial structures. The managers are not interested in the fact that such a business interferes and does not allow the townspeople to sleep in their own apartments.
Money for the maintenance of the building and its adjoining territory is collected from residents and allocated by the city budget, and they are managed by municipal deputies from the Okkervil municipal district, financing landscaping, cleaning, and organizing mass events.
In the middle of this summer, Okkervil MO organized an auction for the improvement of the territory of its district in the amount of about 20 million rubles. For the municipal budget, this is a very significant amount. My house number 28 on Tovarishchesky Avenue entered the address program for the auction.
However, the documentation did not contain either the project or any other official permits for the work. The contract with the municipality was concluded by STPOYTEKHSEPVIS LLC at a maximum price of 20,425,163.00 rubles. There were no other participants in the auction.
But the technical requirements were thought out to the smallest detail.
The deputies of the municipality, headed by Sergey Pavlovich Kochanzhi, in the terms of reference of the auction documentation were interested in important indicators of the content of magnetite, magnet, paint consumption, grain size, elastic moduli, the content of halide compounds in the materials used by the contractor, etc.
And only one company in the city had the opportunity to perform work for the Okkervil MO - STPOITECHSEPVIS LLC. On other procedures, no less interesting notes, for example: in the auction for the provision of services for the technical inspection of works on the territory of the Okkervil Municipal District, ZAO Dortekhnologii won by confidently stepping by 0.5% in the auction, the price was 605,113.10 rubles. His unknown competitor could not take the second step. Probably, the fall at the auction of the municipality by only 1% of the initial price - 6081 rubles. worth a lot.
It is not surprising that there is no competition in Okkervil MO, for example: on the website of the FAS Russia http://www.fas.gov.ru/fas-in-press/fas-in-press_32339 .. it is explained that the words in the names of auctions on the website zakupki .gov.ru are written in red when they contain Latin letters, so government customers are trying to "hide" the procedure from "extra" eyes. So it was done at the above auctions, orders No. 0172300000913000026 and No. 0172300000913000011.
As a result, additional parking spaces were built near the house number 28 on Tovarishchesky Avenue. But, unfortunately, you can't just use them. Money is demanded from residents of a nearby house on dubious legal grounds. Those who refused to pay, but still delivered the car, are promised to pierce the tires. And the lawn and the driveway remained as they were.
From my point of view, for such work, the deputies should be swept out of their seats.
There is one more interesting fact: according to the website http://mookkervil.sankt-peterburg.info/, most of the deputies of the Okkervil MO work in state budgetary institutions subordinate to the Administration of the Nevsky District.

I hope residents will pay attention to the dubious actions of the deputies and in the next municipal elections will vote for more worthy people!
