В былинные времена президента Медведева (старшие товарищи позже поправили, что это был 2006 год, не менее былинные времена второго Путина) мне посчастливилось прикоснуться к одному феерическому проекту, о котором почему-то вспомнилось сейчас. Тогда было решено, что всякий населённый пункт нашей необъятной должен быть оснащён точкой связи. А именно - таксофоном.
Под это самое оснащение таксофонами нужно было проложить миллионы (или что-то типа такого) километров кабелей в полях и лесах, чтобы житель каждой деревушки мог обсудить текущую вокруг него ситуацию со всем прогрессивным человечеством. Соответственно, в местах прокладки этих кабелей нужно было сделать археологическую экспертизу. Дабы работы по их прокладке не потревожили зазря поселения и могилы наших и не наших предков, таящиеся в российском чернозёме, суглинке и супеси.
Мы исправно ездили по совершенно заповедным местам, где должны были лечь в землю кабели по всей их длине, и честно искали следы ушедших культур и цивилизаций посредством визуального наблюдения и шурфовки. И, соответственно, оказывались на конечных точках, где должны были быть установлены эти самые таксофоны.
Каких только населённых пунктов, значившихся в федеральных списках, мы не насмотрелись. Были точки на карте, куда должны были встать красные козырьки таксофонов, где не было ни одного жителя. Случались населённые пункты, где нам удивлялись будто персидскому посольству сотни лет назад. Потому что чужие люди в эти уголки не заезжали десятилетиями. Причём у пары бабушек, до сих пор живущих в каком-нибудь кордоне Вязовый (название условное), на тот момент уже давно были на всякий случай сотовые телефоны. И таксофон им был совершенно не нужен. Особенно учитывая тот факт, что для того, чтобы им воспользоваться, нужно было ехать в ближайший райцентр и купить карточку. А с сотовыми уже тогда было как-то гораздо проще. Где-то (кажется, в Кинель-Черкасском районе) в селении в три дома встречать нас вышел мужик с ружьём, который категорически не хотел таксофон. И кое-как был успокоен словом “археологи” (со связистами, приехавшими следом, видимо, ещё был отдельный диалог).
К чему я всё это веду? К тому, что, во-первых, глобальные проекты, проводимые формально без предварительных обследований реальной ситуации, обычно затратны и глупы. Во-вторых, даже из самой идиотской ситуации можно извлечь пользу. Памятников археологии тогда за счёт этой исключительно бесполезной программы было найдено немало. В-третьих, спасибо, что в рамках подготовки Самары к ЧМ-2018 в процессе экономии в кризис был выпилен проект новой телебашни у стадиона. Глупо открывать новые телебашни на пороге третьего десятилетия XXI века.

Moreover, a couple of grandmothers, who still live in some kind of Vyazovy cordon (conditional name), had cell phones for a long time, just in case. And they did not need a payphone at all. Especially considering the fact that in order to use it, you had to go to the nearest regional center and buy a card. And with cell phones it was already somehow much easier. Somewhere (I think, in the Kinel-Cherkassk region) in a village of three houses a man with a gun came out to meet us, who categorically did not want a payphone. And he was somehow reassured by the word “archaeologists” (apparently, there was still a separate dialogue with the signalmen who came next).
Where am I leading all this? To the fact that, firstly, global projects carried out formally without preliminary surveys of the real situation are usually costly and stupid. Secondly, even the most idiotic situation can be beneficial. A lot of archeological monuments were found at that time due to this extremely useless program. Thirdly, thank you for the design of a new TV tower near the stadium in the process of saving money during the crisis as part of Samara's preparations for the 2018 World Cup. It is foolish to open new TV towers on the threshold of the third decade of the 21st century.
