Не могу не высказаться по поводу пешеходной улицы Куйбышева после ЧМ. Раз уж дело дошло до обсуждения темы на высших уровнях.
Улица, вне всяких сомнений, сейчас просто восхитительна и выглядит и ощущается по наполнению не хуже не самого последнего парижского бульвара. Чудо, случившееся после её перекрытия, открывает на многое глаза. И не использовать это чудо в дальнейшем - сливать внезапно сошедшую манну небесную в унитаз.
Но есть много факторов, которые не позволяют принять решение о дальнейшей её судьбе легко и непринуждённо.
Первый. Хотя я и поклонник всего пешеходного и сам третий день в прекрасном настроении гоняю по Куйбышева на самокате, нельзя не замечать её транспортного значения. Поэтому если её и перекрывать, то для начала в формате “с вечера пятницы по вечер воскресенья”. И, очевидно, сезонно (например, с мая по сентябрь включительно). Проблема небольшого смещения маршрутов общественного транспорта, если хорошенько подумать, не проблема. Есть одна загвоздка - троллейбус. Который выполняет важную функцию связи Куйбышевского района с историческим центром. Но, как сказал глава самарского дептранса Юрий Тапилин, сейчас он функционирует при помощи несложных решений и без особых дополнительных затрат. Соответственно, и эта проблема решается. В общем, если не рубить с плеча, то можно “пощупать” пешеходную Куйбышева в режиме вне ЧМ.
Второй. Многие указывают на круглосуточный стихийный разгул во время ЧМ в Москве на Никольской. И сетуют, что на Куйбышева такого нет. Но нужно понимать, что на Никольской люди не живут. И в Казани на Баумана никто не живёт. А на Куйбышева живут люди. Поэтому для круглосуточного рейва на улице она не подходит. И интересы жителей нужно учитывать. Самарская историческая среда прекрасна тем, что это не декорация с оштукатуренными фасадами, а настоящий живой организм. И его нужно беречь.
Третий. Для бизнеса, который с разной долей успеха включился в эти дни в проект “пешеходная дружелюбная Куйбышева” (среди которого несомненные чемпионы - бар “Турбаза “Ветерок””), нужно заранее придумать чёткие правила игры с учётом интересов жителей окрестных домов. А не выдумывать их на ходу. Бизнес - это главный механизм оживления этого пространства. Более того, для властей он позволяет существенно экономить на развитии территории. По-хорошему, пешеходному пространству, которое образует связка уже пешеходной Ленинградской с потенциальной Куйбышева (а также связи всего этого богатства с набережной), нужен разумный оператор. Который будет заниматься гармоничным развитием этих мест с учётом интересов местных жителей и бизнеса посредством переговоров и организации сквозных событий (это чуть ли не единственное место, где могут понадобиться деньги).
Четвёртый. Между Льва Толстого и Красноармейской есть целый квартал, который почти целиком занят структурами мэрии и пустующим Домом промышленности. Сейчас особенно чётко видно, что в плане прогулок по Куйбышева - это самая мёртвая земля. Эту часть люди стремятся миновать максимально быстро. Потому что здесь нечего делать и ничего не происходит. И нужно хорошенько думать как эту часть тоже насытить какими-то смыслами.
Пятый. К нам не приедет больше столько туристов как на ЧМ. Скорее всего, никогда. Но если мы не будем стремиться к развитию соответствующей инфраструктуры, то мы никогда и не двинемся в сторону нынешнего идеала. И, в конце концов, давайте думать не только о туристах. Давайте подумаем о себе. И сделаем всё хорошо, в первую очередь, для себя. А туристы подтянутся следом.

Which performs an important function of connecting the Kuibyshevsky district with the historical center. But, as the head of the Samara Department of Transport, Yuri Tapilin, said, now it functions with the help of simple solutions and without special additional costs. Accordingly, this problem is being solved. In general, if you do not cut from the shoulder, then you can "touch" the pedestrian Kuibyshev in the mode outside the World Cup.
Second. Many point to the round-the-clock spontaneous revelry during the World Cup in Moscow on Nikolskaya. And they complain that there is no such thing about Kuibyshev. But you need to understand that people do not live on Nikolskaya. And nobody lives in Kazan on Bauman. And people live on Kuibyshev. Therefore, it is not suitable for a round-the-clock rave on the street. And the interests of residents must be taken into account. The Samara historical environment is beautiful in that it is not a decoration with plastered facades, but a real living organism. And it needs to be protected.

For a business that, with varying degrees of success, has joined these days in the Pedestrian Friendly Kuibyshev project (among which the undoubted champions are the Veterok Turbaza bar), it is necessary to come up with clear rules of the game in advance, taking into account the interests of residents of nearby houses. And not invent them on the go. Business is the main vehicle for revitalizing this space. Moreover, for the authorities, it allows you to significantly save on the development of the territory. In an amicable way, the pedestrian space, which forms a link between the already pedestrian Leningradskaya and the potential Kuibyshev (as well as the connection of all this wealth with the embankment), needs a reasonable operator. Who will deal with the harmonious development of these places, taking into account the interests of local residents and business through negotiations and organizing end-to-end events (this is almost the only place where money may be needed).
Fourth. Between Lev Tolstoy and Krasnoarmeiskaya there is a whole quarter, which is almost entirely occupied by the structures of the mayor's office and the empty House of Industry. Now it is especially clear that in terms of walking along Kuibyshev, this is the deadliest land. People tend to pass this part as quickly as possible. Because there is nothing to do and nothing happens. And you need to think carefully about how to saturate this part with some meanings.

But if we do not strive to develop the appropriate infrastructure, then we will never move towards the current ideal. Finally, let's think about more than tourists. Let's think about ourselves.
