Медвежья болезнь референдумов.
17 мая петербургский парламент намеревался, наконец, рассматривать вопрос об «исаакиевском» референдуме.
Инициативная группа (в которую вхожу в том числе, и я) предлагала вынести на голосование граждан вопрос о том, согласны ли они сохранить Исаакиевский собор, Спас на Крови и Петропавловский собор как часть государственных музеев при обеспечении возможности (имеющейся и сейчас) проведения там богослужений и других религиозных обрядов и церемоний.
Законодательное Собрание должно было решить, можно ли выносить такой вопрос на референдум — не противоречит ли он закону, не входит ли в число запрещенных.
Если бы оно решило, что выносить можно — мы пошли бы собирать подписи горожан (70 тысяч) для назначения референдума. И, бесспорно, собрали бы их — учитывая важность вопроса о сохранении Исаакия, без передачи его РПЦ, что уничтожило бы государственный музей.
Комитет по законодательству (контролируемый единороссами, как и все органы ЗАКСа) внес проект — не разрешать выносить наш вопрос на референдум.

По абсурдным причинам, не имеющим ничего общего с законом — просто из принципа «держать и не пущать», не допускать никаких референдумов без санкции свыше. А то народ такого там наголосует… Тем более, если учесть, что позиция горожан — по всем опросам, — прямо противоположна позиции единороссов. Петербуржцы — за сохранение Исаакия как музея. Единороссы — за то, чтобы отдать его церкви.
Мы бы поняли, если «отказной» проект поставили бы на голосование и приняли (при наличии в ЗАКСе 36 депутатов-единороссов из 50 это было бы несложно). Тогда мы пошли бы в суд — обжаловать отказ.
Но единороссы испугались нам даже отказать!
Утром, при утверждении повестки дня заседания, на трибуну вышел депутат Борис Ивченко (тот самый, который когда-то требовал закрыть телеканал «Дождь») и предложил исключить вопрос о референдуме из повестки дня. Вообще не рассматривать его. Есть вопрос — есть проблемы, нет вопроса — нет проблем… И 38 депутатов («Единая Россия» и ЛДПР) проголосовали за исключение вопроса! Против — только 12 человек: «Яблоко», «Партия роста», «Справедливая Россия» и КПРФ. Поименное голосование нам, как обычно, провести не дали — но мы и так знаем, кто как голосовал.
Напомним: закон требует от городского парламента в течение 20 дней после поступления документов из избирательной комиссии принять решение о том, можно или нельзя выносить предложенный вопрос на референдум. Этот срок уже истек — а никакого решения так и нет.
Бездействие ЗАКСа уже обжаловано нами в суде, но суть дела не только в этом. Она — в потрясающей трусости единороссов и их верных союзников из ЛДПР.
Им очень страшно было даже обсуждать вопрос о референдуме — потому что им абсолютно нечего было бы нам возразить.
Выступая на заседании, я сказал, что председатель нашего ЗАКСа Вячеслав Макаров очень любит напоминать, как много в городском парламенте бывших военных – в званиях вплоть до полковника. Любит называть их «боевыми офицерами».
Ну и что же эти боевые офицеры испугались даже рассмотреть вопрос о референдуме? При том, что легко могли отказать нам, принять постановление, признающее наш вопрос невозможным для вынесения на референдум?
Это была бы открытая и честная позиция — но они испугались дискуссии, предпочли смолчать. Не решились вступить в сражение — хотя любят называть себя «защитниками православной веры» (правда, непонятно, от кого).
Это — смесь неуважения к закону (как уже сказано, нарушен установленный срок принятия решения), неуважения к петербуржцам (которым отказывают в праве самим решать вопрос о статусе Исаакия — а не слышать от власти презрительное «вопрос решен»), и политической трусости.
На глазах у всего города продемонстрировать «медвежью болезнь референдумов» — это откровенный позор.
Парламентское большинство времен первого съезда народных депутатов было, по убийственно меткому выражению Юрия Афанасьева, агрессивно-послушным.
Нынешнее парламентское большинство — молчаливо-трусливое.

Referendum bear disease.
On May 17, the St. Petersburg parliament finally intended to consider the question of the "Isaac" referendum.
The initiative group (which I am also a member of) proposed to put to a vote of citizens the question of whether they agree to preserve St. Isaac's Cathedral, Savior on Spilled Blood and Peter and Paul Cathedral as part of state museums, while ensuring the possibility (which is still available) of holding divine services there and other religious rites and ceremonies.
The Legislative Assembly had to decide whether such a question could be submitted to a referendum - whether it contradicts the law, whether it is not among the prohibited.
If it decided that it can be taken out, we would go to collect signatures of the townspeople (70 thousand) to call a referendum. And, no doubt, they would have collected them - given the importance of the issue of preserving Isaac, without handing him over to the Russian Orthodox Church, which would destroy the state museum.
The Committee on Legislation (controlled by United Russia, like all bodies of the Legislative Assembly) introduced a draft - not to allow our issue to be submitted to a referendum.

For absurd reasons that have nothing to do with the law - simply from the principle of "keep and not let go", do not allow any referendums without sanction from above. And then the people there will vote of this ... Especially when you consider that the position of the townspeople - according to all polls - is directly opposite to the position of United Russia. Petersburgers - for the preservation of Isaac as a museum. United Russia members are in favor of giving it to the church.
We would understand if the “abandoned” project were put to a vote and adopted (if there are 36 out of 50 United Russia deputies in the LA, it would not be difficult). Then we would go to court to appeal the refusal.
But United Russia members were afraid to even refuse us!
In the morning, when the agenda of the meeting was approved, deputy Boris Ivchenko (the one who had once demanded to close the Dozhd TV channel) came to the rostrum and proposed to exclude the issue of the referendum from the agenda. Don't consider it at all. There is a question - there are problems, there is no question - no problems ... And 38 deputies (United Russia and the Liberal Democratic Party) voted to exclude the question! Against - only 12 people: "Yabloko", "Party of Growth", "Fair Russia" and the Communist Party. As usual, we were not allowed to vote by roll-call - but we already know who voted how.
Recall: the law requires the city parliament, within 20 days after the receipt of documents from the electoral commission, to decide whether or not the proposed issue can be submitted to a referendum. This term has already expired - and there is still no decision.
The inaction of the LAW has already been challenged by us in court, but the essence of the matter is not only this. She is in the amazing cowardice of United Russia and their loyal allies from the Liberal Democratic Party.
They were very scared even to discuss the issue of a referendum - because they would have absolutely nothing to object to us.
Speaking at the meeting, I said that the chairman of our Legislative Assembly, Vyacheslav Makarov, is very fond of reminding how many former military men are in the city parliament - in the ranks up to colonel. Likes to call them "combat officers".
So why were these military officers afraid to even consider the issue of a referendum? Given that they could easily have refused us, to adopt a resolution recognizing our question as impossible to submit to a referendum?
It would have been an open and honest position - but they were frightened by the discussion and preferred to keep quiet. They did not dare to join the battle - although they like to call themselves "defenders of the Orthodox faith" (although it is not clear from whom).
This is a mixture of disrespect for the law (as already mentioned, the deadline for making a decision was violated), disrespect for Petersburgers (who are denied the right to decide the issue of Isaac's status themselves - and not to hear from the authorities contemptuous “the issue is resolved”), and political cowardice.
It is a shame to demonstrate the “bear disease of referendums” in front of the whole city.
The parliamentary majority at the time of the first congress of people's deputies was, in the murderously apt expression of Yuri Afanasyev, aggressively obedient.
The current parliamentary majority is silent and cowardly.
