Выходя из избирательного участка думал как ЕР выйдет сухой из воды.. Положение казалось патовым: наберет больше 50% - не поверят, меньше 50% - не будет большинства в ГД. Выход нашелся! Набирают немногим меньше 50% но за счет непроходных партий получают более 50% в ГД.

They recruit a little less than 50%, but at the expense of non-through lots they get more than 50% in the State Duma.
