Поклонники Грудинина неоднократно пеняли мне, что я «перехожу на личности» и способствую распространению пригожинской ерунды, вместо того, чтобы разбирать программы кандидатов. В принципе, всем уже давно понятно, что обещаниям кандидатов в президенты грош цена в базарный день, ибо суждено им быть забытыми сразу после выборов. И смотреть надо не на них, а на то, как кандидат до сих пор вел себя и что делал.
Но раз уж некоторым так хочется… Давайте взглянем на т.н. «Программу 20 шагов». Начнем с ее абсолютной нереальности на уровне бухгалтерского «дебет-кредита».
По мнению Грудинина «в кубышке правительства несколько триллионов рублей, но они хранятся, в банках и долговых обязательствах США». Есть еще некие кредитные ресурсы: «снизим банковский процент и банки начнут инвестировать в экономику». Интересно, как господин Г. заставит частные банки раздавать невыгодные для них кредиты?
Итак, в руках Грудинина - около 7 триллионов рублей (примерно в такую сумму оценивают весь «запас жира» России и независимые экономисты) И пять лет на исполнение обещаний. Для понимания, что такое 7 триллионов: в нынешнем бюджете РФ на социальные расходы уходит почти 5 трлн, из них 3 – на выплату мизерных пенсий, остальное - зарплаты бюджетников. Оценили? А теперь поехали считать, сколько шапок нам обещают пошить из одной овцы…
Во-первых строках вы видим: «провести национализацию стратегически важных и системообразующих отраслей промышленности, электроэнергетики, железных дорог, систем связи, ведущих банков». Правильный шаг! Но важно «КАК» его собираются реализовывать! Заставить расстаться с собственностью можно лишь двумя путями – выкуп по-хорошему и силовой отъем. На первое нужны огромные деньги, на второе – огромная кровь. Исходя из буржуазности кандидата, которому надо бы начать национализацию со своей землицы, я все-таки предположу, что – ДЕНЬГИ. И огромные деньги.
Считаем обещания дальше:
- «капиталовложения в производство, науку и образование»,
- «не менее 10% бюджета - на «программу развития села»,
- «бесплатная газификация всей страны»
- «строительство социальной инфраструктуры в малых городах и поселках»
- «снижение всех тарифов» при снижении поборов и налогов (т.е. будем доплачивать из бюджета)
- «отмена оплаты за капремон»т. Значит, либо дома будут рушиться, либо расходы лягут на бюджет
- «отмена транспортного налога». Как известно, транспортный налог идет на строительство дорог. А дороги нам тоже обещают построить немеряно. Значит, строить их будут либо снова за бюджетный счет, либо нас ожидает резкий рост акцизов на бензин.
- «МРОТ вырастет до 25-30 тыс. руб».
- «средняя пенсия по старости – 50% зарплаты»
- «детское пособие, равное прожиточному минимуму»
- «обеспечение квартирами или домами молодых семей, расселение ветхого и аварийного жилья».
- «массовое строительство жилья по себестоимости» (это кто будет строить без прибыли?)
Обещание накормить весь народ одновременно семью хлебами – вот кратко суть «20 шагов господина Г.»
Но, кроме того, что это чистый обман, он еще и грубо сляпан. Видимо, КПРФ и Грудинин видят своих избирателей в образе той неумной тетеньки, которая пела песню о грудях.
«Мы ограничим аппетиты естественных монополий». Ага, только что в первом пункте нам пообещали НАЦИОНАЛИЗАЦИЮ естественных монополий!)) Так национализировать или всего лишь «ограничить аппетиты» - вы уж определитесь, господа!
«Подоходный налог на богачей вырастет, а для малоимущих налог будет отменён». Непонятно, кто такие «богачи»? Это все, кто не «малоимущие»? А поскольку «малоимущих» почти не будет (ведь МРОТ поднимут до 30 тыс.), то получается, что налог поднимут для всех?
«Установим нормативы финансирования науки, образования и здравоохранения – не менее 7% от ВВП». Чепчики - в воздух! Это ж на целый 1% больше, чем в нынешнем консолидированном бюджете! «Запрет на долгосрочную аренду лесных и водных угодий». Обратите внимание: только на долгосрочную. Конечно, краткосрочная лучше – это ж не будет никаких обременений по восстановлению, все выловил, все срубил и уехал)))).
Ну, насчет «обороноспособности России» просто перл: «Существенно повысИТСЯ боеготовность Вооруженных Сил…». Сама собой. Ей приказали, она и повысилась!)))
Вот про народовластие, которое Грудинин видит в форме непонятно кем учрежденного и кем назначаемого «Высшего государственного совета» мы уже слышали: «народный президент» уже назначил его руководителем своего друга Зюганова.
А вы о каком «народовластии» подумали?
