На протяжении правления Путина бюрократические процедуры в государственных органах не просто усложняются с каждым годом, они еще и все больше тормозятся тем, что лица, реально ответственные за принятие решения, все менее доступны. Теперь прием ведут лишь пешки, в чьи обязанности входит только принятие и выдача документов, и даже простую справку зачастую приходится ждать несколько дней, "пока начальник подпишет". То есть с одной стороны усложняется жизнь тем, что принимает решения и ставит подписи слишком больший, слишком изолированный, недоступный для народа начальник, когда вполне достаточно подписи лица, ведущего прием, а с другой накапливается прослойка работников-посредников, не имеющих никаких полномочий, но кормящихся из бюджета. Появление МФЦ в этой ситуации ничего не меняет, ведь "принцип одного окна" на деле снова означает, что в это окно лишь передаточное звено.

И вот, оно, долгожданное оправдание происходящего звучит по радио из уст представителя власти. Оказывается, идея изолировать чиновников от людей есть... борьба с коррупцией. Ну Вы понимаете, чиновники люди нежные, мягкотелые, предложат им взятку, отказаться не смогут... Не в самом же деле они так боятся собственного народа, потому что обслуживают правящий класс узурпаторов, а не власть, родной народ представляющую?

Говорят, где-то в аэропорту Вантаа есть пункт экспресс выдачи паспортов. Временных, правда, но все-таки. То есть получается, есть у финна билет на самолет за пределы ЕС, а паспорт просрочен, не проблема - прямо в аэропорту и выдадут временный? А у нас... скоро, наверно, чтобы получить штамп о пересечении границы придется заранее паспорт с ксерокопией всех страниц, включая визы и ранее поставленные штампы, и еще кучу каких-нибудь справок, подавать в МФЦ и ждать, пока невидимый пограничник сделает отметку. А то вон сколько нелегалов с одной стороны и разыскиваемых с другой, не иначе как дело в... ну Вы понимаете.

It turns out that there is an idea to isolate officials from people ... the fight against corruption. Well, you understand, officials are gentle, soft-skinned people, they will offer them a bribe, they will not be able to refuse ... Not really, they are so afraid of their own people, because they serve the ruling class of usurpers, and not the government representing their own people?
