..пару месяцев назад посетил лекцию для архитекторов "Про деревья"
Информация перевернула мое представление о зелёных насаждениях города..
До 90х в Ленинграде существовала целая армия работников, ухаживающих за деревьями и восполняющая пробелы на карте города. Затем, законодательство поменялось и деревья, создающие зелёную среду города были приравнены к элементам благоустройства, таким как скамейки или заборы.
За снос (вырубку) дерева, без соответствующего согласования положен штраф, не больше, чем если сломаешь городскую скамейку.
Конечно, никто не церемонится с деревьями, если они мешают строительству..
Масла подливает КГИОП, заявляя, что главное украшение исторического центра - фасады, а не зелёные кроны.
Поэтому с набережных, большие деревья исчезли.
В новых районах деревья сажать не принято. Застройщикам это не выгодно, у города нет средств и инициативы.
Вот и получается - растет само по себе, пока не начнет мешать новой застройке..
Сегодня утвердился в этом возвращаясь с пробежки
Попытался узнать на каком основании снесли несколько столетних деревьев в центре Пушкина (это пригород Питера).
После третьего по счету номера, который невозмутимым голосом надиктовал мне дежурный местной Администрации,
я уяснил, что на частной территории можно делать что хочешь.
Даже валить двухсотлетние деревья.
Частная собственность, как загородный участок..
Ну, ок. Я выясню.
Удивило равнодушие, с которым многие службы ответили на вопрос: "А это не наш вопрос"..
Вот это скрипт на все времена!
В целом, Пушкин хорош для жизни, но этот ответ так обнадеживает!
Раздельный сбор мусора?
Помощь бизнесу?
Детские площадки во дворах?
"Спасибо за обращение! Это не наш вопрос!"
Стоит надеяться, что эту привычку не перехватят экстренные службы..

Пока выяснял по телефону подробности, к стройке прибежал испуганный собственник - ему позвонили рабочие, отказавшиеся показать мне бумаги на спил деревьев.
Собственник рассказал, что сам так и не смог добиться от администрации - кто ответственный за городские деревья. Ему сказали: частная собственность - сами решайте, что с ними делать..
А деревьям, которых уже нет, больше ста лет..
