В настоящий момент существует возможность закрытия доступа к ВП на территории России по постановлению ФСКН РФ из-за нарушения Википедией федерального закона РФ «О защите детей от информации, причиняющей вред их здоровью и развитию», который запрещает распространение информации о способах приготовления наркотических веществ.
В связи с грядущей блокировкой Википедия выпустила статью с инструкциями, как блокировку обойти.

In the near future, Wikipedia may be blocked in Russia.
At present, it is possible to close access to airspace in Russia by order of the Federal Drug Control Service of the Russian Federation due to Wikipedia’s violation of the federal law of the Russian Federation “On the protection of children from information harmful to their health and development,” which prohibits the dissemination of information about the preparation of narcotic substances.
In connection with the upcoming lock, Wikipedia has released an article with instructions on how to bypass the lock.
