Депутаты шокированы инициативой приравнять встречи с населением к митингам
Законодательная власть может попасть под контроль исполнительной. Так депутаты государственной Думы оценили внесенный в Мосгордуму законопроект, по которому встречи народных избранников с населением должны быть приравнены к митингам. Организация последних, как известно, заранее должна быть согласована с местными властями. Комиссия Мосгордумы по государственному строительству под председательством единоросса Татьяны Портновой предложила приравнять встречи депутатов с избирателями к митингам. Соответствующие поправки в законы уже подготовлены. Требованиям федерального закона о митингах должны быть подчинены все форматы публичного взаимодействия с избирателями, кроме собраний, говорится в пояснительной записке к законопроекту. Изменения коснутся муниципальных депутатов и депутатов Мосгордумы. Авторы поправок объясняют свою инициативу страхом внештатных непредсказуемых ситуаций, обеспечением безопасности участников и движения транспорта.
– Депутат – народный избранник. И его встреча с населением – не только его право, но и обязанность, – комментирует инициативу депутат Государственной Думы фракции «Справедливая Россия» Елена Драпеко.
– Ни малейшей опасности для действующей власти ни митинги, ни собрания не представляют.
Другой парламентарий – справедливоросс Игорь Ананских назвал такую инициативу возмутительной и вредной. Политик напомнил, что встречи с жителями – задача номер один для депутата. Именно таким способом народные избранники узнают о том, что людей беспокоит и какие чиновники не выполняют свои обязанности.
– Депутат не обязан отчитываться перед местными властями, потому что общение с жителями – это его первостепенная задача. Законодательная и исполнительная власть – параллельные ветви власти. А предложенная инициатива ставит законодательную власть под контроль исполнительной. Этого никак нельзя допускать, – возмущен Игорь Ананских.
Напомним, закон о митингах обязывает уведомить орган исполнительной власти о проведении акции как минимум за десять дней до дня проведения митинга, а также согласовывать место проведения и число участников. В настоящий момент депутаты различных уровней имеют право встречаться с избирателями без получения каких-либо разрешений от местных властей.

And the proposed initiative puts the legislative power under the control of the executive. This cannot be allowed in any way, - Igor Anansky is indignant.
Recall, the law on rallies obliges to notify the executive authority of the rally at least ten days before the day of the rally, as well as agree on the venue and number of participants. At present, deputies of various levels have the right to meet with voters without obtaining any permission from local authorities.
