На 2018 год России не хватит почти два триллиона рублей
В 2018-м денег в первую очередь не хватит военным, дорожным строителям, медикам и учителям. Так, Минобороны не дают 485 миллиардов рублей, которые министерство просило на индексацию зарплат. На дороги не хватает 441 миллиарда рублей, Минздраву — 181 миллиарда рублей, а Минобрнауки — 95 миллиардов рублей на ремонт школ и наем новых учителей.
Заявки на 2019 год превышают возможности бюджета на 2,2 триллиона рублей, на 2020 год — на 2,4 триллиона рублей. Таким образом, заявки на 2018-2020 годы значительно превышают планируемый бюджетный дефицит.
В 2017 году дефицит бюджета покрывали остатками Резервного фонда, но к 2018-му фонд закончился. При этом у рынка госдолга нет емкости для увеличения займов.
«Де-факто бюджет уже сверстан, а размер расхождения заявок бюджетополучателей с возможностями Минфина в этом году рекордно велик», — пишет «Коммерсант». По данным газеты, даже задействовав объединенные Резервный фонд и Фонд национального благосостояния, Минфин не сможет удовлетворить и половину заявок министерств.
