«Эх, дороги...»
Задолжал что-то я этому миру целую идею, поэтому сегодня их будет две)))
Увидел вчера у господина Беглова пост о проделанной работе (https://vk.com/a_beglov?w=wall535438957_74521) и в одном из пунктов была такая мысль, что нужно увеличить гарантийный и нормативный сроки для дорог, поскольку сейчас дорога приходит в аварийное состояние через 3-4 года.
И вот мысль первая: «А раньше к этому выводу нельзя было прийти?» Я имею в виду не самого господина Беглова, а вообще наше общество. Вот уже многие столетия мы носим гордое звание самой большой страны в мире, и совершенно очевидно (еще со времен Римской империи, на самом деле), что дороги нужны, нужны в большом количестве, в огромном количестве я бы сказал, и при этом в хорошем качестве (хотя последнее при количестве и самое важное). Ну ладно, не будем трогать прошлое, давайте в настоящем разбираться. Кто мешает сделать сейчас гарантийный срок службы дорог 10-15 лет? Это ведь, на самом деле, просто волевое решение, как когда-то было принято волевое решение о создании атомной бомбы. Видимо, не такая важная проблема. Ну ок. Пусть так.
А если серьезно, то в условиях рынка или что там у нас сейчас определяет экономическую жизнь, когда есть госзаказ на определенные характеристики, найдутся и те, кто сможет взяться за это. Может не сразу. Может сначала надо сделать заказ научным институтам для разработки технологии.
Возможно, мысль наивная, дилетантская, но я не претендую на сиюминутное разрешение проблемы – я лишь делюсь идеями. И чтобы реализовать эту идею, на мой взгляд, нужны следующие шаги:
• Заказать в НИИ разработку лучшей технологии (на конкурсной основе) и сделать эти технологии общедоступными (смотри пост челленджа 1/50), чтобы любая компания могла взять их на вооружение
• Объявить главный критерий получения госзаказа на строительство дороги – гарантия службы 10-15 лет (понятно, что цена взлетит, но лишь на первых порах, пока не начнет работать конкуренция)
• Привязать гарантию по конкретным км не только к юридическому лицу, но и ко всем физическим лицам, которые делают эту дорогу (от директора фирмы, до рабочих с лопатой) – персональная ответственность хороший мотиватор.
• Попросить обычных людей следить за качеством строительства, эксплуатации, ремонта – сделать наконец видеосъемку работы рабочих вещь-доком )
А вот и мысль номер 2. У нас огромная территория и мы не умеем строить дороги. Хорошо, смирились. Тогда давайте делать транспорт, не требующий дорог, по крайне мере в таком виде, как они есть сейчас. Удивительное дело, все слышали про машину на воздушной подушке, но почему она не получила бурное распространение в нашей стране? А я вам отвечу – психологическая инерция, боязнь быть уникальными и стремление «все делать как у них».
Да, я знаю, что у той машины на воздушной подушке, что сейчас есть, в наличии большие проблемы с управляемостью на большой скорости (повороты), возможно большой расход топлива и т.д и т.п. Но! Это ведь не повод НЕ работать в этом направлении, потому что лично я считаю, что «невозможное возможно», что сила человеческого мышления всемогуща. Ведь смогли выйти в космос, почему бы не смогли сделать такую машину на воздушной подушке, которая была бы управляема, быстро ездила, приемлемо потребляла бы топливо? Не знаю ни одного принципиального препятствия, кроме человеческого нежелания.

And here is the first thought: “And before this conclusion could not be reached?” I do not mean Mr. Beglov himself, but in general our society. For many centuries, we have been proud of the title of the largest country in the world, and it is quite obvious (since the times of the Roman Empire, in fact) that roads are needed, they are needed in large numbers, in huge numbers I would say, and at the same time in good quality (although the latter in quantity and most important). Well, let’s not touch the past, let's understand the present. Who's stopping making the warranty road life of 10-15 years now? This is, in fact, just a strong-willed decision, as the strong-willed decision to create an atomic bomb was once made. Apparently, this is not such an important problem. Well, OK. So be it.
But seriously, in the conditions of the market or what is now determining economic life, when there is a state order for certain characteristics, there will be those who can take up this. Maybe not right away. Maybe first you need to make an order to scientific institutions to develop technology.
Perhaps the idea is naive, amateurish, but I do not pretend to a momentary solution to the problem - I just share ideas. And to implement this idea, in my opinion, the following steps are needed:
• Order at the research institute the development of the best technology (on a competitive basis) and make these technologies publicly available (see 1/50 challenge post) so that any company can take them into service
• Declare the main criterion for receiving a state order for the construction of the road - a guarantee of service of 10-15 years (it is clear that the price will soar, but only at first, until the competition starts to work)
• Bind the guarantee for specific km not only to the legal entity, but to all individuals who make this route (from the director of the company to workers with a shovel) - personal responsibility is a good motivator.
• Ask ordinary people to monitor the quality of construction, operation, repair - finally make a video of the work of the thing-dock)
And here is thought number 2. We have a huge territory and we do not know how to build roads. Good, reconciled. Then let's make transport that does not require roads, at least in the form that they are now. It's an amazing thing, everyone has heard about a hovercraft, but why hasn't it been rampant in our country? And I will answer you - psychological inertia, the fear of being unique and the desire to "do everything as they do."
Yes, I know that the hovercraft that it has now has big problems with high-speed handling (turns), possibly high fuel consumption, etc., etc. But! This is not a reason to NOT work in this direction, because personally I believe that “the impossible is possible”, that the power of human thinking is omnipotent. After all, they were able to go into space, why couldn’t they make such an air-cushion machine that would be manageable, go fast, and consume acceptable fuel? I do not know of any fundamental obstacles except human reluctance.
