Подводя итоги посещения одного из самых запоминающихся форумов из тех, которые я когда-либо посещала, хочется отметить, что чувствуется ветер перемен. При этом, присутствует ощущение волнения, как перед чем-то серьёзным и большим.
Главная тема форума "Стратегическое планирование в регионах и городах России" - выполнение национальных планов по достижению поставленных в майских указах президента России целей и задач. 12 национальных проектов, стратегия пространственного развития, разработка методов оценки эффективности национальных проектов, и многое другое.
Для введения в тему нужно ознакомиться с Указом президента РФ 204 "О национальных целях и стратегических задачах". В Указе речь идёт о национальных целях, и инструментах по их достижению - национальных проектах. До конца 2018 года Правительством РФ готовится План достижения национальных целей в срок до 2024 года. При этом важно отметить, что цели комплексные и решать их будут посредством активного взаимодействия министерств.
Среди методов достижения пересмотр принципов организации и системы финансирования местного самоуправления и абсолютно новый подход к подготовке генеральных планов.
Заинтересовала тема проектных офисов: федерального, регионального и муниципального уровней, ответственных за стратегическое планирование. Важная роль при этом, и участие, принадлежит инициативным гражданам, не безразличным к судьбе государства, и сетевое взаимодействие.
Хочу отметить, что когда в одном месте собираются стратеги со всей России, атмосфера дышит деятельностью и вдохновляет. Лично для меня эти два дня прошли очень продуктивно, многие непонятные вещи прояснились, понятие стратегического планирования для меня стало более понятным, чем раньше :), родилось много новых идей, которые хочется воплощать в жизнь!

The main theme of the forum "Strategic planning in the regions and cities of Russia" is the implementation of national plans to achieve the goals and objectives set in the May decrees of the President of Russia. 12 national projects, spatial development strategies, development of methods for assessing the effectiveness of national projects, and much more.
For an introduction to the topic, you need to read Presidential Decree 204 "On National Goals and Strategic Tasks." The Decree deals with national goals, and the tools for achieving them - national projects. It is important to note that the goals are complex and they will be solved through the active interaction of ministries.
Among the methods of achieving a revision of the principles of organization and the system of financing local government and a completely new approach to the preparation of master plans.
I was interested in the topic of project offices: federal, regional and municipal levels responsible for strategic planning. An important role in this, and participation, belongs to initiative citizens who are not indifferent to the fate of the state, and network interaction.
I want to note that when strategists from all over Russia gather in one place, the atmosphere breathes activity and inspires. For me personally, these two days have passed very productively, many obscure things have become clear, the concept of strategic planning has become more clear to me than before :), many new ideas were born that I want to put into practice!
