Ситуация взорвалась неожиданно. Несколько недель назад губернатор заехал в Херсонес к настоятелю Владимирского собора отцу Сергию. Побеседовав с ним, звонком вызвал руководство музея к собору. Оказалось, что предмет разговора — плитка, точнее, желание настоятеля вымостить ею всю территорию вокруг собора. Возражения музейного руководства о том, что любые работы по закону возможны лишь через публичный тендер и должны быть согласованы с Управлением по охране памятников, а изменение ландшафта памятника ЮНЕСКО и вовсе подлежит особой процедуре, услышаны не были. Более того, губернатор вообще усомнился в том, что «Херсонес» входит в число памятников ЮНЕСКО. Сергей Меняйло, по некоторым данным, объяснил, что его эта бюрократия не волнует и директор музея должен быть готовым взять на себя ответственность. При этом письменного приказа на работы губернатор не дал.
Однако директор музея проявил твердость, и как только начались земляные работы, написал письмо в Управление охраны объектов культурного наследия. Что и положено по закону. Следующим утром начальник означенного управления Виталий Савинчук и директор музея Кулагин были вызваны на адмиральский ковер. Савинчук на прямое нарушение закона не пошел и тут же написал заявление об уходе. Сейчас он в больнице с сердечным приступом. Директор музея получил письменный приказ, которому вынужден был подчиниться.
Позже, когда выяснились новые факты, удалось приблизительно реконструировать развитие событий. По слухам, гуляющим в городе, представители одного из российских банков, узнав о том, что президент назвал «Херсонес» святыней и «духовными скрепами», решили оказать ему посильную помощь. Пришли банкиры, естественно, к полномочному представителю президента в Крыму Олегу Белавенцеву и попросили его совета. После чего губернатор Меняйло вызвал настоятеля находящегося на территории заповедника Владимирского собора отца Сергия Халюту, с которым его связывают тесные отношения, и представил его как главного тут человека. Вот тогда и возникла идея замостить двор собора ко Дню святого Владимира. Тот факт, что под плиткой оказались трассировки древних памятников и элементы музеефикации, интереса ни у кого не вызвал."
