"Я честно и открыто говорю — если вы хотите навредить стране, то вы должны вкладываться в подготовку IT-специалистов на территории РФ. Большего вреда произвести невозможно," - цитата этого представителя президента.

Если коротко, то представитель президента считает, что Россия не должна участвовать в глобальном рынке технологий, а должна ввести свои войска в страны-потенциальные рынки и навязать им силой оружия свои, разработанные с нуля, технологии.
Меня удивило, что такую ересь несёт высокопоставленный чиновник на встрече с академиками РАН. Я предположил, что издание Коммерсантъ просто передёргивает, ведь такую чушь даже представить сложно. Однако сегодня этот самый Мариничев сам, прочитав статью о себе, дал комментарий в Фейсбуке (https://www.facebook.com/dmitry.marinichev/posts/10200890869551208), где прямо подтверждает, что видит только два варианта:
1. Россия включается в глобальный рынок технологий, тем самым становится, как и весь мир, вассалом США, что для нас неприемлимо.
2. Россия разрабатывает свои технологии, не используя наработки и техники западных компаний. Конечно, в этом случае мы не будем конкурентноспособными, поэтому необходимо военным вмешательством захватить рынки сбыта и силой установить там монополию нашей продукции. И этот вариант считается более подходящим для "наших исторических амбиций". Вероятно, именно его и хочет команда Путина протолкнуть, раз уж начали стрелять по другим странам, да показывать свою военную мощь на практике.

1. Russia joins the global technology market, thereby becoming, like the whole world, a vassal of the United States, which is unacceptable for us.
2. Russia is developing its technology, not using the achievements and technology of Western companies. Of course, in this case we will not be competitive, therefore it is necessary to seize the sales markets by military intervention and by force establish a monopoly of our products there. And this option is considered more suitable for "our historical ambitions." Probably, Putin’s team wants to push it, since they started shooting at other countries, but show their military power in practice.
