Очередное жульничество властей перед выборами в Мосгордуму - это сегодняшняя инициатива о введении сбора подписей для оппозиционных кандидатов. "Единая Россия" и собянинская мэрия как огня боятся поражения на выборах в Мосгордуму. Поэтому единороссы изменили систему выборов, перейдя от смешанной к выборам исключительно по одномандатным округам. Затем до самого последнего момента была отложена публикация нарезки самих округов, чтобы помешать оппозиционерам выстроить полноценную кампанию. Но и даже после таких маневров было видно, что оппозиция в силах договориться, развести своих кандидатов по разным округам и бороться за большинство в городском парламенте. Так что теперь принято решение просто физически не допустить независимых кандидатов до выборов.
3 % подписей от числа избирателей округа применительно к выборам в Мосгордуму - это примерно 5 тысяч человек. За 20-25 дней сезона отпусков, отведенных на сбор этих подписей, очень немногие кандидаты способны сделать это (кандидаты от "Единой России" вообще неспособны сделать это честно). Расчет мэрии - иметь конфигурацию кампании образца 2009 года: действующий депутат с продовольственными наборами против малоизвестных кандидатов-статистов от КПРФ, СР и ЛДПР. Чтобы снова получить 90 % в гордуме и еще 5 лет штамповать нужные городской бюрократии и строительной олигархии законы.
Тем не менее власть рискует получить бумерангом очень неприятные последствия от такой системы. Во-первых, ставя такие барьеры для участия в выборах, единороссы автоматом консолидируют протестный электорат и упрощают задачу выявления объединенных кандидатов от оппозиции в спорных округах. Собрать 5 тысяч подписей не такая простая задача и часть кандидатов отсеется еще до объявления даты выборов. Во-вторых, собранные 5 тысяч подписей - это очень серьезная заявка на победу: при явке в 20-30 % для победы будет достаточно 10-15 тысяч голосов - то есть прихода на избирательный участок каждого подписанта вместе с еще 1-2 родственниками или друзьями.
