Что ни день, то публичные слушания по точечной застройке в ЮЗАО. Сегодня ее продвигали под видом транспортно-пересадочного узла у метро "Профсоюзная". В проекте собственно транспортно-персадочной составляющей с гулькин нос: один новый подземный переход, пара новых заездных карманов для автобусов и навесы над выходами из метро. Главная же часть проекта - строительство аж трех торгово-офисных центров. Два - вблизи от сгоревшего ИНИОНа, еще один - на Новочеремушкинской улице. Эти три махины не просто не улучшат, а катастрофически ухудшат транспортную обстановку в районе.
Поскольку жители активно против такого вредного строительства, слушания прошли с грубейшими нарушениями. Прямо от начала и до конца было одно сплошное нарушение. Больше 100 человек, явно нагнанных властями и застройщиком для поддержки проекта, были зарегистрированы до начала официальной регистрации. Когда я ровно в 18.00 (официальное время начала регистрации) подошел зарегистрироваться в книге для жителей, работающих на территории района, туда уже было внесено 42 фамилии. Когда в 18.02 я поднялся в зал слушаний, почти все места уже были заняты. Сделано это было специально, чтобы не пустить в зал жителей Черемушек. Их сотрудники управы отправляли этажом ниже, в холл с трансляцией, чтобы у людей не было возможности задать вопросы или выступить. На мои слова о том, что такие действия - прямое нарушения федерального и московского закона - организаторы слушаний не реагировали. На аналогичные обращения муниципальных депутатов Григорий Семенов (Grigory Semenov) и Алексея Гусева тоже. Кстати, само собрание проводилось в школе, находящейся в противоположной от проекта ТПУ части района. Тоже специально, для того чтобы людям было сложнее добираться до слушаний и доехало мало людей.
Ведущий собрания самовольно, без согласования с участниками слушаний утвердил их регламент. Не дал возможность задать вопросы по ведению ни мне, ни муниципальным депутатам. Постоянно перебивал выступающих, позволял себе реплики с переходом на личности. Когда начались выступления жителей, представитель проектировщиков комментировал каждое выступление - тоже в нарушение регламента, чтобы съесть побольше времени и не дать выступить всем желающим. А в конце концов ведущий самовольно прекратил собрание, не дав высказаться части жителей района, мне и муниципальным депутатам Черемушек. Причем по времени собрание закончилось раньше установленного самим президиумом регламентом. Чтобы выгнать недовольных жителей, в зале просто выключили свет.
По существу проекта все выступления и вопросы (за исключением пары заряженных) были резко против. Никаких плюсов для района и его транспортной доступности нет, только неудобства и вред. А на безобразную организацию слушаний я обязательно напишу жалобу в окружную градостроительную комиссию и прокуратуру. По-хорошему их надо отменять, а организаторов-манипуляторов - наказать.
