Вчера побывал на встрече префекта ЮЗАО с жителями района Теплый Стан. Обычно префектура на таких встречах имитирует общение с жителями следующим образом. Зал за час до начала встречи набивают бюджетниками, которым выдают бумажки с заранее подготовленными вопросами. Ведущий дает слово только этим "заряженным" людям, чтобы на настоящие и наболевшие вопросы жителей не осталось времени.

Вчера жители Теплого Стана поломали этот сценарий. На встречу пришло очень много людей, недовольных незаконной стройкой на Профсоюзной, 128. Поднимавшегося в президиум префекта встретили гробовым молчанием, никто не хлопал (обычно это принято). Первый вопрос о стройке, заранее заготовленный самой префектурой и с благодарностью префекту Волкову задала депутат от "Единой России". Жители захлопали ее вопрос и ответ первого зам.префекта по строительству. Затем слово взял муниципальный депутат Громов и разгромил работу префектуры. Потом было еще несколько выступлений от жителей.

Из ответов префекта следовало, что за месяц, прошедший с предыдущей встречи с защитниками Теплого Стана, префект направил письма в Москомархитектуру и Мосгорстройнадзор. Чтобы получить "правовую оценку" законности стройки. Такие письма уже несколько раз отправляли сами жители и местные депутаты. Налицо очередная имитация деятельности вместо реальных дел. Мы с жителями потребовали, чтобы префект обратился к мэру с просьбой расторгнуть контракт на строительство и подобрать для инвестора другой участок. Префект Волков от ответа на это требование ушел и начал разглагольствовать о том, что необходимо "действовать законными методами".

Кроме того, я попросил начальника УВД по ЮЗАО Юрия Демина провести проверку по факту продажи апартаментов в еще не построенном здании на Профсоюзной, 128. Ведь по документам застройщика предусмотрено строительство гостиницы, а не комплекса апартаментов. Налицо явное мошенничество, организаторов которого надо привлекать к уголовной ответственности.

Борьба с точечной застройкой в Теплом Стане продолжится и после встречи. Бездействие префектуры и городских чиновников не остановит жителей. Yesterday I attended a meeting of the prefect of South-Western Administrative Okrug with residents of the Teply Stan district. Typically, the prefecture at such meetings imitates communication with residents as follows. An hour before the meeting, the hall is filled with state employees who are given pieces of paper with questions prepared in advance. The host gives the floor only to these “charged” people, so that there is no time left for real and sore questions of the residents.

Yesterday, the inhabitants of the Warm Mill broke this scenario. A lot of people came to the meeting, dissatisfied with the illegal construction at 128, Profsoyuznaya. The prefect who was rising to the presidium was greeted with deathly silence, no one clapped (this is usually accepted). The first question on construction, prepared in advance by the prefecture itself and with gratitude to the prefect Volkov, was asked by the deputy from United Russia. Residents slammed her question and the answer of the first deputy prefect for construction. Then the word was taken by the municipal deputy Gromov and defeated the work of the prefecture. Then there were a few more speeches from the residents.

It follows from the prefect's answers that over the month since the last meeting with the defenders of Teply Stan, the prefect sent letters to the Moscow City Architecture Committee and Mosgorstroynadzor. To get a "legal assessment" of the legality of construction. Such letters have already been sent several times by the residents themselves and local deputies. There is another imitation of activity instead of real affairs. Residents and I demanded that the prefect contact the mayor with a request to terminate the construction contract and pick up another plot for the investor. Prefect Volkov left the answer to this demand and began to rant about the need to "act by legal means."

In addition, I asked the head of the Internal Affairs Directorate for the South-Western Administrative Okrug, Yuri Demin, to check the sale of apartments in the yet-not-finished building at 128, Profsoyuznaya. Indeed, according to the developer’s documents, it is planned to build a hotel, not a complex of apartments. There is a clear fraud, the organizers of which must be prosecuted.

The fight against point buildings in Teply Stan will continue after the meeting. The inaction of the prefecture and city officials will not stop the residents.
