О демократии, открытости и гласности местной власти в отдельно взятом районе Москвы.
Вчера на заседании Совета депутатов Зюзино мы рассматривали два вопроса, связанных с открытостью и гласностью работы муниципальных депутатов. Первый - правила аккредитации средств массовой информации при нашем Совете и других муниципальных органах власти. Второй - порядок отчета депутатов о работе за год.
Лирическое отступление. В XXI веке в столице России в условиях проникновения интернета почти в каждую квартиру города деятельность подобные "правила" и "порядки" выглядят несколько архаично. Есть все возможности для того, чтобы каждое заседание муниципальных депутатов транслировалось в прямом эфире на официальном сайте. Чтобы на том же сайте у каждого депутата была электронная приемная, через которое моментально можно отправить обращение. Чтобы во всех социальных сетях были официальные странички районного Совета, на которых публикуются принятые депутатами решения, ссылки на прямую трансляцию. Чтобы деятельность каждого депутата была полностью прозрачна и подконтрольна жителям района.
Однако при нынешнем созыве депутатов это все, конечно, мечты. О чем говорить, если всего 2 депутата из 14 (Наталья Чернышева и я) пользуются социальными сетями, через которые с ними можно напрямую связаться. Поэтому и принимаем "правила аккредитации" и "порядки отчета". Но и эти документы принимаются лишь для галочки, а не для повышения прозрачности деятельности депутатов для жителей и СМИ.
Итак вносится проект правил аккредитации СМИ при Совете депутатов и муниципалитете. В нем написано, что постоянная аккредитация выдается с 1 по 10 декабря на год вперед. Решение принимается 13 декабря. То есть на следующий год ни одно СМИ не сможет получить постоянную аккредитацию. Я вношу поправку, чтобы продлить срок аккредитации до 30 декабря. Все единороссы голосуют против. Зато специально прописали, что журналистам нельзя приходить в муниципалитет в пляжной и спортивной одежде.
Следующим вопросом рассматривается порядок отчета депутатов. Депутатам предлагается отчитываться за год в декабре месяце. При этом обязательно уведомить муниципалитет об отчете за 15 дней до его проведения. Решение принимается 13 декабря. А вступает в силу только после опубликования в газете "Муниципальный вестник" в начале следующего года. То есть никто из действующих депутатов по такому регламенту отчитаться о работе не сможет. В этом декабре уже не успеют. А в следующем декабре не смогут, так как полномочия истекут после выборов сентябре. Я вношу поправку, чтобы отчет проходил в первом квартале следующего года (как это делает управа, Жилищник и председатель Совета депутатов). За голосуют только 3 депутата из 13 присутствующих (Чернышева, Ярославцева и я).
Далее вношу поправку о том, чтобы депутатам для отчета предоставлялось помещение. Не на морозе же жителей собирать. Все единороссы опять против. Поправка о том, чтобы вешать объявления об отчетах на подъездах и информационных стендах - "Единая Россия" против. Поправка о видеозаписи отчетов - снова большинство против. Нормально отчитываться перед жителями хотят только три депутата - Чернышева, Янкаускас и Ярославцева. Депутаты Аляева, Егорычева, Жданова, Ларина, Маклаков, Маслякова, Пархоменко, Полухин, Суходровский и Щербаков отчитываться перед своими избирателями не хотят. Во всяком случае именно об этом свидетельствуют результаты их голосования.
Депутат Аляева, кстати, еще и обвинила меня в коррупции за то, что я вел прямую трансляцию с заседания Совета и потом собираюсь продать ее каким-то журналистам. Потрясающая логика. Особенно с учетом того, что ровно такая же трансляция, минута в минуту публикуется на сайте муниципалитета. А я лишь даю возможность жителям смотреть видео в прямом эфире, а не ждать несколько дней.
Надеюсь, что в следующем созыва Совета депутатов Зюзино большинство депутатов будет другим и организует современную и удобную для жителей

So that on all social networks there are official pages of the district council on which the decisions adopted by deputies and links to the live broadcast are published. That the activity of each deputy was completely transparent and controlled by the residents of the district.
However, with the current convocation of deputies, this is all, of course, a dream. What can I say if only 2 out of 14 deputies (Natalya Chernysheva and I) use social networks through which they can be directly contacted. Therefore, we accept the "accreditation rules" and "reporting procedures". But these documents are accepted only for show, and not to increase the transparency of the activities of deputies for residents and the media.
So, the draft rules for media accreditation under the Council of Deputies and the municipality are introduced. It says that permanent accreditation is issued from December 1 to 10 for the year ahead. The decision is made on December 13th. That is, next year not a single media can get permanent accreditation. I am amending to extend the accreditation period until December 30th. All United Russia vote against. But they specifically prescribed that journalists should not come to the municipality in beachwear and sportswear.
The next question is the procedure for the report of deputies. Deputies are invited to report for the year in the month of December. At the same time, it is imperative to notify the municipality about the report 15 days before its implementation. The decision is made on December 13th. And it comes into force only after publication in the newspaper "Municipal Bulletin" at the beginning of next year. That is, none of the current deputies under such regulations will be able to report on the work. This December will not be in time. And they won’t be able to do it next December, because the powers will expire after the September elections. I am amending the report to take place in the first quarter of next year (as the government does, Housing and the chairman of the Council of Deputies). Only 3 deputies out of 13 present (Chernysheva, Yaroslavtseva and I) vote for.
Next, I make an amendment to ensure that deputies are provided with space for the report. Not in the cold to collect the inhabitants. All United Russia again against. Amendment to post announcements of reports at porches and information stands - United Russia v. Amendment on video recording of reports is again the most against. Only three deputies - Chernysheva, Yankauskas and Yaroslavtseva want to report normally to residents. And I just give residents the opportunity to watch live video, rather than wait a few days.
I hope that in the next convocation of the Council of Deputies Zyuzino, most deputies will be different and organize a modern and comfortable for residents
