Министра строительства Меня подключили к пиар-кампании Собянина по сносу пятиэтажек. Из его комментария (http://www.rbc.ru/business/27/02/2017/58b4511d9a794713d5e7a0a2) ясно только, что ничего не ясно:
1. Зачем принимать поправки в федеральный закон о статусе столицы? Вся нормативная база для расселения и сноса пятиэтажек уже есть. Сами проекты планировки новых кварталов утверждаются постановлением правительства Москвы, проходя предварительно публичные слушания в районе. С собственниками квартир должны заключаться договора выкупа или обмена квартир. Это единственно верный и законодательно возможный способ работы программы сноса.
2. Сроки реализации программы, которые называет министр - "минимум 15-20 лет". Напомню, что 6 млн квадратных метров пятиэтажек из нынешней программы не могут снести уже на протяжении почти 20 лет. 26 млн квадратных метров такими темпами будут расселять и сносить 80 лет. То есть жителей Москвы уже сейчас сознательно вводят в заблуждение относительно сроков сноса их домов.
3. Источники финансирования программы сноса - бюджет Москвы, "а дальше уже бизнес сам поверит, включится в эту историю". Бизнес не поверит, пока реальная ставка по кредиту не снизится хотя бы до 11-12 % и пока не восстановится спрос на рынке жилья. Без этого частных инвесторов можно будет привлечь к программе сноса только под дулами автоматов, чтобы через несколько лет полностью разорить и умножить число обманутых дольщиков в геометрической прогрессии.
4. Как будут решаться инфраструктурные ограничения - по электросетям, дорогам, социальным объектам и т.д.? Министр молчит.
5. Не ответа и на вопрос - будут ли возвращены жителям сносимых пятиэтажек взносы, уплаченные ими за капремонт? И каким образом это будет происходить. А это ключевой вопрос.
То есть никакой конкретики, дающей надеяться на скорый снос пятиэтажек пока нет. Зато много красивых слов и обещаний, как это принято у членов партии "Единая Россия".
