Вчера прошло первое заседание нового Совета депутатов района Зюзино. Впервые в истории нашего района большинство в Совете депутатов получила не "Единая Россия", а команда независимых депутатов из [club71423350|Штаба Зюзино] . Поэтому атмосфера в зале заседаний была не то, чтобы напряженной, но чувствовалось, что происходит что-то необычное.

Интерес жителей к работе нового Совета депутатов возрос. И мы постараемся сделать эту работу максимально прозрачной и открытой для граждан.
Первое заседание - установочное. Основными вопросами в повестке были избрание председателя Совета депутатов (главы муниципального округа) и его заместителя. Мы отложили их рассмотрение на две недели до следующего заседания. Объясню, почему.
В демократических государствах после выборов между всеми фракциями и группами представительного органа власти, как правило, происходит согласованное разделение руководящих постов и рабочих органов. Победившее большинство получает руководящие должности, проигравшее меньшинство - должности, которые позволяют контролировать большинство и озвучивать свою позицию. Мы хотим установить такую же традицию в нашем районе. Имея 8 мест в Совете депутатов из 15 команда Штаба Зюзино могла бы забрать все должности, кроме председателя Совета. Его избрание длилось бы бесконечно долго, поскольку для этого необходимо 2/3 голосов от списочного состава Совета, то есть 10.
Поэтому мы решили проявить добрую волю и взять немного дополнительного времени на поиск компромиссного решения по распределению руководящих должностей и рабочих органов Совета депутатов. Наша принципиальная позиция - председателем Совета депутатов должен быть представитель Штаба Зюзино, так как именно нашей команде избиратели доверили большинство в Совете. Мы готовы учесть и принять пожелания коллег из оппозиции, в которой теперь оказалась "Единая Россия", по другим должностям. Затягивать с рассмотрением кадровых вопросов мы не будем. На следующем заседании мы в любом случае проголосуем по ним.
Кроме вопроса о выборах председателя и его зама вчера мы продлили полномочия главе администрации до утверждения нового главы. А также включил в повестку ближайшего заседания два вопроса - о работе депутатов в постоянных комиссиях Совета депутатов и о замене депутатов, контролирующих работы по капремонту и ремонту подъездов. Непереизбравшихся депутатов надо заменить на новых.
Следующее заседание состоится 3 октября по адресу Каховка, 12Б. Точное время напишу позднее.

The winning majority gets leadership positions, the losing minority - positions that allow you to control the majority and voice their position. We want to establish the same tradition in our area. His election would last infinitely long, since this requires 2/3 of the votes of the list of members of the Council, that is 10.
Therefore, we decided to show goodwill and take a little extra time to find a compromise on the distribution of leadership positions and working bodies of the Council of Deputies. Our principled position is that the representative of the Headquarters of Zyuzino should be the chairman of the Council of Deputies, since it was precisely our team that the voters entrusted the majority in the Council. We are ready to take into account and accept the wishes of our colleagues from the opposition, in which United Russia has now found itself, in other posts. We will not delay the consideration of personnel issues. At the next meeting, we will vote on them anyway.
In addition to the issue of the election of the chairman and his deputy, yesterday we extended the powers of the head of administration until the approval of the new head. And he also included two issues on the agenda of the next meeting - on the work of deputies in the standing committees of the Council of Deputies and on the replacement of deputies supervising overhaul and repair of entrances. Non-elected deputies must be replaced by new ones.
