В прошлую пятницу депутат Мосгордумы от "Единой России" [id79742779|Александр Семенников] написал большой текст о том, как, оказывается, конструктивно "Единая Россия" настроена работать в независимых Совета депутатов (https://vk.com/wall79742779_2859). То есть там, где единороссы после выборов 10 сентября находятся в меньшинстве. Применительно к Зюзино в тексте содержится много неточностей, а иногда написанное просто не соответствует действительности. Поэтому позволю себе небольшой комментарий.
1. О готовности "Единой России" к коалициям. Александр Григорьевич пишет о том, что единороссы "готовы к коалициям и соглашениям практически в любом из проблемных районов". И даже:
"... такие соглашения возможны, как мне кажется, на уровне отдельных районов. Вплоть до того, что мы готовы поддержать кандидатуру главы от других партий – как мы это сделали в Таганском районе (но, безусловно, только при готовности конкурентов входить с нами в коалиционные соглашения)."
Красивые и правильные слова, но у нас в районе на практике произошло ровно обратное. По просьбе представителей "Единой России" наша независимая команда отложила выборы председателя и заместителя Совета депутатов на второе заседание, чтобы достичь пакетного соглашения. С нашей стороны единороссам было предложено избрание председателя Совета депутатов от Штаба Зюзино и заместителя председателя от "Единой России", вместе со справедливым распределением постов председателей комиссий. Это предложение было отвергнуто. Никаких ответных предложений мы не получили. Уже на втором заседании Совета в качестве альтернативного кандидата депутаты от "Единой России" выдвинули директора ЦСО Каменову, которая даже не пришла заседание. А потому ее кандидатура не могла быть поставлена на голосование в принципе. Следующее же заседание уже пытался захватить проигравший выборы экс-председатель Щербаков.
Поэтому никакой реальной готовности "Единой России" к конструктивной работе в оппозиции пока не видно. Пакетные предложения ее депутатами отвергаются, вместо этого предпринимаются попытки дезорганизовать работу Совета депутатов.
2. Господин Семенников жалуется, что против депутатов от "Единой России" "в ход идут оскорбления и, по сути, блокировка ведения собрания". Это также не соответствует действительности. Более того, у нас в районе происходит ровно обратное. Я вместе с другими депутатами выслушал целый поток оскорблений от представительницы ЕР, т.н. "общественного советника" Володиковой. Если у вас не пойдет кровь из ушей, может тоже послушать их на видеозаписи с заседания - https://youtu.be/aYsQeuFgZXE, начиная примерно с 5:30. К чести депутатов, никто не поддался на эту провокацию и вел себя очень спокойно и достойно.
3. Несмотря на все вышеперечисленное, мы открыты к любым переговорам и пакетным предложениям. Принципиальными для нас являются только две вещи. Во-первых, соблюдение буквы и духа законов и решений судебных инстанций. Об этом я уже подробно писал тут https://vk.com/wall18698_4646. Во-вторых, мы требуем уважения к волеизъявлению избирателей на выборах 10 сентября. Это касается и проигравшего выборы главы муниципального округа Щербакова. Очевидно, что жители отказали ему в доверии именно как главе округа, и поэтому он не имеет морального права вмешиваться в работу нового Совета. Также очевидно, что жители района поддержали программу работы Штаба Зюзино, а не "Единой России" и поэтому руководить исполнением этой программы должен председатель Совета депутатов, представляющий нашу команду.

Beautiful and correct words, but in our area in practice exactly the opposite happened. At the request of the representatives of United Russia, our independent team postponed the election of the chairman and deputy council of deputies to the second meeting in order to reach a package agreement. On our part, United Russia was proposed to elect the chairman of the Council of Deputies from Stab Zyuzino and the deputy chairman from United Russia, along with a fair distribution of the posts of chairmen of the commissions. This offer was rejected. We did not receive any response offers. Already at the second meeting of the Council, deputies from United Russia nominated the director of the Central Organizing Committee Kamenov, who did not even attend the meeting, as an alternative candidate. And therefore, her candidacy could not be put to a vote in principle. The next meeting was already tried by the ex-chairman Shcherbakov, who had lost the election.
Therefore, no real readiness of United Russia for constructive work in the opposition has yet to be seen. The package proposals of its deputies are rejected; instead, attempts are made to disorganize the work of the Council of Deputies.
2. Mr. Semennikov complains that against the deputies from United Russia, "insults and, in fact, blocking the conduct of the meeting" are used. This is also not true. Moreover, exactly the opposite is happening in our area. I, along with other deputies, listened to a whole stream of insults from the representative of EP, the so-called "public adviser" Volodikova. To the honor of the deputies, no one succumbed to this provocation and behaved very calmly and with dignity.
3. Despite all of the above, we are open to any negotiations and package offers. Fundamental to us are only two things. Firstly, compliance with the letter and spirit of laws and court decisions. I already wrote about this in detail here https://vk.com/wall18698_4646. Secondly, we demand respect for the will of voters in the September 10 elections. This also applies to the loser of the election of the head of the municipal district of Shcherbakov. Obviously, the residents refused to trust him precisely as the head of the district, and therefore he has no moral right to interfere in the work of the new Council. It is also obvious that the residents of the region supported the work program of the Headquarters of Zyuzino, and not of "United Russia" and therefore the chairman of the Council of Deputies representing our team should lead the implementation of this program.
