Вчера [id3686745|Илья Яшин] опубликовал прекрасное видео с десяткой самых «отличившихся» депутатов Мосгордумы. Отличившихся в связи с самыми неадекватными законопроектами и высказываниями. В этот почетный список вошел и Сергей Зверев, которые в городском парламенте представляет мое родное Зюзино, а также районы Нагорный и Чертаново Северное. Сергей Иванович потратил немалое время на такую «акутальную» для своих избирателей инициативу, как переименование диплома, который вручает Мосгордума, в «благодарность». Еще и официальное видео по этому поводу записал, где подробно объясняет как важно переименовать «диплом» в «благодарность».
Это, конечно, потрясающая история. Во-первых, потому что господин Зверев работает депутатом на профессиональной основе – то есть за зарплату, которая ему выплачивается из городского бюджета, то есть из наших с вами налогов. Официально задекларированный доход Сергея Ивановича только за 2017 год составил 5,3 млн рублей. А с 2012 года, когда депутаты стали обязаны публиковать свои декларации, доход депутата Зверева (работающего в Мосгордуме уже 2-й созыв) составил 34,6 млн рублей. Из наших с вами налогов. И вот за такую обалденную зарплату депутат занимается тем, что переименовывает «диплом» в «благодарность». Уверен, что перед тем как триумфально принять такое решение на заседании парламента, было проведено заседание профильной комиссии. То есть потрачено дополнительное время и деньги налогоплательщиков – нас с вами – на обсуждение такого бессмысленного вопроса.
И вот второе, что потрясает меня – это именно то, что на бессмысленные вопросы у депутата Зверева время есть, а на действительно актуальные вопросы для наших районов и для всей Москвы – нет. Не далее как прошлым летом, мой коллега Александр Замятин, поймал Сергея Ивановича на встрече с гражданами в разгар обсуждения законопроекта о повышении пенсионного возраста. Мосгордума, напомню, была чуть ли не единственным региональным парламентом, не направившим свой отзыв на этот бандитский законопроект. Хотя согласно статье 72 Конституции вопросы социального обеспечения относятся к совместному ведению Российской Федерации и субъектов РФ. По-хорошему, с точки зрения духа нашего Основного закона депутаты Мосгордумы были просто обязаны дать свой отзыв по вопросу, который относится в том числе к их ведению. Но не дали. Сергей Иванович под камеру объяснил это очень просто – парламент на каникулах. Поэтому не может дать отзыв на пенсионную реформу. Депутаты, видимо, очень устали переименовывать «дипломы» в «благодарности», создавать ассоциации магов и колдунов, бороться с презервативами и заниматься другими проблемами, которые перечислены в ролике у Яшина.
На пенсионную реформу у депутата Зверева времени не оказалось. Точно также не оказалось времени на исполнение своего предвыборного обещания пятилетней давности о благоустройстве детской площадки у дома Черноморский бульвар, дом 17 корпус 2. Обещание было дано в 2014 году во время избирательной кампании и благополучно забыто сразу после выборов. Я не буду пересказывать мнения некоторых жителей этого дома в адрес депутата Мосгордумы, чтобы остаться в рамках цензурной лексики. С 2016 года мы с гражданами добивались благоустройства самостоятельно – и добились его в прошлом году. Работа была очень непростой – ведь дом вошел в программу реновации и по инструкции сверху благоустройство даже самых «убитых» дворов в реновационных кварталах блокируется. Тем не менее, управа района пошла на встречу нашим требованиям, за что отдельное спасибо.
Думаю, что жители Зюзина, Нагорного и Северного Чертанова могут рассказать еще много интересного про депутата, так «успешно» представляющего наши районы в Мосгордуме. Yesterday [id3686745 | Ilya Yashin] published an excellent video with the ten most “distinguished” deputies of the Moscow City Duma. Distinguished in connection with the most inadequate bills and statements. I am sure that before making such a decision at a meeting of the parliament, a meeting of the relevant commission was held. That is, additional time and money was spent by taxpayers - you and me - to discuss such a meaningless issue.
And the second thing that amazes me is precisely that the deputy Zverev has time for meaningless questions, but not for really topical issues for our regions and for the whole of Moscow. As recently as last summer, my colleague Alexander Zamyatin, caught Sergei Ivanovich at a meeting with citizens in the midst of discussions on a bill to raise the retirement age. The Moscow City Duma, I recall, was almost the only regional parliament that did not send its response to this gangster bill. Although, according to article 72 of the Constitution, social security issues relate to the joint jurisdiction of the Russian Federation and the constituent entities of the Russian Federation. In a good way, from the point of view of the spirit of our Basic Law, deputies of the Moscow City Duma were simply obliged to give their feedback on a matter that relates, among other things, to their jurisdiction. But they didn’t. Sergey Ivanovich explained it very simply under the camera - the parliament was on vacation. Therefore, it cannot give feedback on pension reform. The deputies, apparently, were very tired of renaming “diplomas” as “thanks”, creating associations of magicians and sorcerers, fighting condoms and dealing with other problems that are listed in the video for Yashin.
Deputy Zverev did not have time for pension reform. Likewise, there was no time to fulfill his election promise five years ago to improve a playground near the house of 17, Chornomorsky Boulevard, building 2. The promise was made in 2014 during the election campaign and was safely forgotten immediately after the election. I will not retell the opinions of some residents of this house addressed to the deputy of the Moscow City Duma in order to stay within the framework of censorship vocabulary. Since 2016, citizens and I have been seeking improvement on our own - and achieved it last year.
