Избирательная кампания отнимает много времени и сил, но это не значит, что я должен забросить свои обязанности муниципального депутата в Зюзино. Как раз вчера состоялось заседание Совета депутатов, на котором я был председателем. Рассмотрели несколько актуальных вопросов:
1. С публичным отчетом перед депутатами и жителями выступила директор школы №538. От жителей были вопросы по качеству питания, которое поставляет фирма "Школьник-ЮЗ" от скандально известного Евгения Пригожина. Он причастен к массовому отравлению детей в нескольких детских садах Москвы. К чести директора школы стоит отметить, что она предложила активной жительнеце нашего района Наталье Филькиной войти в рабочую группу по проверке качества питания в школе.
2. Также мы согласовали размещение двух овощных палаток на территории района и шлагбаум во дворе дома Большая Юшуньская, 16. С этим шлагбаумом вышла довольно интересная история. Жители дома уже получили согласование на его установку, чтобы ограничить сквозной проезд через их двор и больше не допускать ДТП — в результате одного пострадала двухлетняя девочка. Однако остался открытым для проезда участок с обратной стороны дома, которого даже нет на Генеральном плане развития города. По этому плану там должен быть газон. Проезд используют как разворотную площадку автомобилисты. При этом, с этой же стороны дома находится вход в дворец детского творчества "Севастополец". Машины создают угрозу для безопасности детей, поэтому депутаты от Штаба Зюзино поддержали жителей и предложили согласовать ещё одно ограждающее устройство. Интересно, что одна из депутатов от Единой России сначала выступала в поддержку жителей, однако на самом заседании изменила свое мнение и попыталась убедить коллег не согласовывать шлагбаум. Большинством голосов установка шлагбаума была все же согласована.
3. Кроме того, на Совете депутатов вновь обсуждался вопрос о выделении 700 тысяч рублей якобы на ремонт и перепланировку помещения администрации района. Дело в том, что помещение, которое сейчас занимает администрация, принадлежит департаменту городского имущества города Москвы. Когда наша администрация въезжала в помещение, в нем уже была проведена несогласованная с БТИ перепланировка. Теперь же департамент городского имущества пытается возложить на муниципальную администрацию обязанности по возвращению помещения в первоначальное состояние. А там, к слову, в одном из кабинетов должна была находиться ванная комната. Во-первых, выглядит странным, что департамент, распоряжающийся городским имуществом на сотни миллиардов рублей, пытается переложить на крохотную администрацию из 5 сотрудников расходы по перепланировке помещений, к которой наша администрация к тому же не имеет никакого отношения. Во-вторых, сумма в 700 тысяч рублей для муниципального бюджета, который составляет около 20 миллионов, достаточно большая. На эти деньги можно было бы организовать какие-то действительно полезные для жителей вещи. В-третьих, совершенно непонятно, на что конкретно предлагается потрать эти 700 тысяч рублей — сметы нет. Поэтому Совет депутатов в очередной раз отложил рассмотрение этого вопроса и предложил депутату Борису Гурылеву записаться на личный прием в департамент городского имущества, чтобы переубедить городских чиновников. Денег на такие сомнительные траты мы выделять не собираемся.
Я, кстати, уверен, что если бы большинство в Совете депутатов было у Единой России, то эти 700 тысяч были бы выделены на ремонт немедленно и испарились бы в неизвестном направлении. Как, например, испарились около 300 тысяч рублей, которые муниципальная администрация в предыдущие годы выделяла на уборку территории. Хотя эту уборку осуществляет ГБУ "Жилищник района Зюзино". Но так как половину мест в Совете депутатов занимает команда Штаба Зюзино, нам удается эффективно контролировать расходы бюджета, отсекая подобные коррупционные истории. Именно поэтому нам очень важно иметь независимых депутатов и в Мосгордуме.

2. We also agreed on the placement of two vegetable tents in the district and a barrier in the courtyard of Bolshaya Yushunskaya, 16. A rather interesting story came out with this barrier. Residents of the house have already received approval for its installation in order to limit the through passage through their yard and to prevent accidents anymore - as a result of one the two-year-old girl suffered. However, the section on the back of the house, which is not even on the master plan for the development of the city, remained open for travel. According to this plan there should be a lawn. Directions are used as a turning platform by motorists. At the same time, on the same side of the house is the entrance to the palace of children's creativity "Sevastopolets". Cars pose a threat to the safety of children, so deputies from the Headquarters of Zyuzino supported the residents and proposed to coordinate another protective device. It is interesting that one of the deputies from United Russia at first supported the residents, however, at the meeting itself, it changed its mind and tried to convince colleagues not to coordinate the barrier. By a majority of the votes, the installation of the barrier was nevertheless agreed.
3. In addition, the Council of Deputies again discussed the issue of the allocation of 700 thousand rubles allegedly for the repair and redevelopment of the premises of the district administration. The fact is that the premises that the administration is currently occupying belong to the Moscow City Property Department. When our administration moved into the premises, a redevelopment that was not consistent with the BTI had already been carried out in it. Now, the city property department is trying to entrust the municipal administration with the obligation to return the premises to its original state. And there, by the way, in one of the offices was supposed to be a bathroom. Firstly, it seems strange that the department, which manages hundreds of billions of rubles of city property, is trying to pass on the redevelopment of premises to a tiny administration of 5 employees, to which our administration also has nothing to do. Secondly, the amount of 700 thousand rubles for the municipal budget, which is about 20 million, is quite large. With this money one could organize some really useful things for residents. Thirdly, it is completely unclear what exactly it is proposed to spend these 700 thousand rubles on - there is no estimate. Therefore, the Council of Deputies once again postponed consideration of this issue and suggested that deputy Boris Gurylev sign up for a personal appointment with the city property department in order to convince city officials. We are not going to allocate money for such dubious expenses.
Incidentally, I’m sure that if the majority in the Council of Deputies were in United Russia, then these 700 thousand would be allocated for repairs immediately and would evaporate in an unknown direction.
