Во вторник Совет депутатов Зюзино провел очень бурное заседание, посвященное проекту районного бюджета на 2020 год. Месяц назад администрация муниципального округа, назначенная еще прошлым составом Совета во главе с «Единой Россией», внесла на рассмотрение депутатов проект бюджета на 2020 год. В этом проекте предлагалось удвоить зарплаты муниципальным чиновникам – неизбранному главе округа (председателю Совета депутатов), главе администрации и четырем его сотрудникам. При этом единственную статью расходов, направленную на жителей округа – организацию районных праздников и бесплатных экскурсий для граждан – предложено было оставить без изменений, по издевательскому нормативу 37 рублей на одного жителя района. Совет депутатов большинством голосов отклонил такой несбалансированный проект бюджета и предложил создать согласительную комиссию из депутатов и сотрудников администрации, чтобы скорректировать проект. Однако сотрудники администрации и депутаты-единороссы отказались войти в комиссию, чтобы месяц спустя попробовать вновь протащить тот же самый проект бюджета.
Ко второй попытке протащить бюджет чиновники администрации и единороссы подготовились более основательно. На заседание вытащили всех депутатов от «Единой России», в том числе двух депутатов, не живущих и не работающих в нашем районе и не посещавших с начала осени заседания Совета. Также на заседание привели около 20 пенсионеров – в основном, членов районного Совета ветеранов и общества инвалидов. Части этих несчастных бабушек, сидевших два часа в душном коридоре (администрация даже не озаботилась по поводу большого зала для своей же группы поддержки), рассказали, что если бюджет не будет согласован, то никаких праздничных мероприятий для них в следующем году не будет. Что являлось наглой и циничной ложью – в случае непринятия бюджета в предложенном виде с 1 января администрация будет ежемесячно получать финансирование в размере 1/12 от объема бюджета в этом году. То есть в полном объеме на все расходы, включая праздники, но без удвоенных зарплат чиновникам. Вторая часть пожилых людей вообще полностью была не в курсе происходящего, и для них перед заседанием проводили отдельный инструктаж. Выглядело все это отвратительно. Неизбранный глава округа и глава администрации, хотевшие увеличить себе зарплату на сто с лишним процентов – до 3 миллионов рублей в год каждому – решили обмануть стариков и прикрыться ими, почти как Шамиль Басаев, захвативший больницу в Буденовске. Еще более отвратительными были выступления чиновников, прикрывавшие удвоение своих зарплат необходимостью отпраздновать 75-летие победы в Великой Отечественной Войне. Кстати, из группы поддержки «Единой России» за проект бюджета высказались всего три человека. Все остальные члены группы поддержки «Единой России» стали постепенно расходиться еще до начала голосования. Большое спасибо неравнодушным жителям района, пришедшим на заседания и объяснившим пожилым людям, как их цинично используют чиновники и единороссы.
В итоге проект бюджета с раздутыми зарплатами чиновникам вновь не был принят. Все 7 депутатов от «Единой России» проголосовали за. Все 6 депутатов от Штаба Зюзино, присутствовавших на заседании – против. Необходимых для принятия бюджета 8 голосов не нашлось. Создать согласительную комиссию и откорректировать проект бюджета единороссы снова отказались – что еще раз подтверждает их истинные намерения: пытаться протолкнуть удвоение зарплат муниципальным чиновникам любой ценой, наплевав на интересы жителей района.
В самом конце заседания произошла еще одна примечательная история. Видимо, попытавшись отомстить депутатам Штаба Зюзино и надавить на них в будущее, депутаты-единороссы заблокировали решение о так называемых «поощрениях за осуществление отдельных полномочий» для депутатов. Это небольшая денежная компенсация, примерно 17 тысяч рублей в месяц на одного депутата, которая платится раз в квартал за работу по контролю благоустройства, текущего и капитального ремонта, который депутаты осуществляют согласно городскому закону №39. Заблокировав поощрения, единороссы сразу дважды разоблачили самих себя. Во-первых, еще раз показали, что их волнуют исключительно зарплатные вопросы и наивно надеются, что смогут этим вопросом как-то повлиять на голосование независимых депутатов. Не повлияют, мы работаем за наш родной район, а не за зарплату. Во-вторых, наконец-то депутаты от «Единой России» честно признали, что неудовлетворительно выполняют свои обязанности, за которые получают пресловутые «поощрения» и наконец-то отказались от них. Чтобы не быть голословным, вешаю фотографии состояния дома Азовская 6 корпус 1 ПОСЛЕ капитального ремонта, который прошел под контролем депутата от «Единой России» Галины Котовой в 2017 году. Я думаю, что за такую работу депутата действительно стоит оштрафовать и хорошо, что «Единая Россия» сделала это самостоятельно.

The Council of Deputies rejected such an unbalanced draft budget by a majority of votes and proposed creating a conciliation commission of deputies and administration staff to adjust the draft. However, administration officials and United Russia deputies refused to enter the commission in order to try to push the same draft budget again a month later.
For the second attempt to push the budget, administration officials and United Russia prepared more thoroughly. All deputies from United Russia were dragged to the meeting, including two deputies who did not live or work in our area and had not attended Council meetings since the beginning of autumn. Also, about 20 pensioners were brought to the meeting, mainly members of the district Council of Veterans and the Society of Persons with Disabilities. Parts of these unfortunate grandmothers who sat for two hours in a stuffy corridor (the administration did not even bother about a large hall for their own support group) said that if the budget was not agreed, then there would be no festive events for them next year. What was a blatant and cynical lie - if the budget is not accepted as proposed, from January 1, the administration will receive monthly funding in the amount of 1/12 of the budget this year. That is, in full for all expenses, including holidays, but without double salaries for officials. The second part of the elderly was completely completely unaware of what was happening, and they were given a separate briefing before the meeting. It all looked disgusting. The un-elected head of the district and the head of the administration, who wanted to increase their salaries by more than one hundred percent - up to 3 million rubles a year for everyone - decided to deceive the old people and hide behind them, almost like Shamil Basayev, who had captured the hospital in Budenovsk. Even more disgusting were the speeches of officials who covered the doubling of their salaries with the need to celebrate the 75th anniversary of victory in the Great Patriotic War. By the way, only three people spoke out of the United Russia support group for the draft budget. All other members of the United Russia support group began to gradually disperse even before the start of voting. Many thanks to the concerned residents of the region who came to the meetings and explained to the elderly people how officials and United Russia cynically use them.
As a result, the draft budget with inflated salaries to officials was again not adopted. All 7 deputies from United Russia voted in favor. All 6 deputies from the Headquarters of Zyuzino who were present at the meeting are against. There were no 8 votes necessary for adopting the budget. The United Russia members again refused to create a conciliation commission and adjust the draft budget - which once again confirms their true intentions: to try to push the doubling of salaries to municipal officials at all costs, spitting on the interests of the residents of the district.
At the very end of the meeting, another noteworthy story occurred. Apparently, trying to avenge the deputies of the Headquarters of Zyuzino and put pressure on them in the future, United Russia deputies blocked the decision on the so-called "incentives for the exercise of certain powers" for deputies. This is a small monetary compensation, about 17 thousand rubles a month for one deputy, which is paid once a quarter for work on the control of improvement, maintenance and overhaul, which the deputies carry out in accordance with city law No. 39. Having blocked the promotion, United Russia immediately exposed themselves twice. Firstly, they showed once again that they are only concerned with salary issues and naively hope that they can somehow influence the voting of independent deputies. They will not affect, we are working for our native region, and not for wages. Secondly, finally, the deputies from United Russia honestly admitted that they were unsatisfactorily fulfilling their duties, for which they received the notorious “incentives” and finally abandoned them.
